본 연구의 목적은 정부 수립기 남북한의 정치 교육 그중에서도 국가 체제 교육에서 나타난 특징을파악하기 위한 것이다. 대한민국 정부 수립 직후 중등학교에서 이루어진 국가 체제 교육의 특징에 대한 이
해를 바탕으로 우리의 학교 정치 교육 발전을 위한 시사점을 얻을 수 있기 때문이다. 이를 위해 본 연구에
서는 일제 강점기의 국가 체제 교육 및 정부 수립기 남북한에서 국가 체제 교육이 성립되는 과정과 주요 내
용 등에 대해 분석하였다. 분석을 통해 다음과 같은 사실들을 확인하였다. 먼저 일제 강점기에는 일본의 영
향을 받아 성립된 법제 경제 및 공민과를 중심으로 국가 체제 교육이 이루어졌음을 확인하였다. 일제 강점
초기에는 보편적인 국가 형태 분류에 대해 가르쳤지만, 국체 논쟁 이후 일본의 고유한 국체를 강조하는 방
향으로 교육 방향이 전환되었다. 다음으로 정부 수립기 북한에서는 소련의 영향을 받아 성립된 헌법과를
중심으로 국가 체제 교육이 이루어졌음을 확인하였다. 북한의 헌법과에서는 발전된 국가 형태로서 사회주
의 국가를 강조하였고, 해방과 북한 정권 수립에 있어 소련의 지원에 대해서도 강조하였다. 마지막으로 대
한민국 정부 수립기 남한에서는 새롭게 도입된 사회과를 중심으로 국가 체제 교육이 이루어졌음을 확인하
였다. 사회과에서는 보편적인 정부 형태 분류에 근거하여 우리의 정부 형태가 민주정임을 가르쳤고, 대한
민국 정부 수립 과정에서 주권자인 국민의 주체적이고 능동적인 참여가 있었음을 강조하였다.
영어 초록
The purpose of this study is to examine the characteristics of political education onpolity(in the following, polity education) during Early Korean Government with the aim of
suggesting some implications for the development of political education. For that purpose, course
of study and textbooks for political education not only in the Early Korean Government period but
also in the period of Japanese occupation were analyzed. The main findings of this study can be
summarized as follows: First, the content of textbook for polity education in the period of Japanese
occupation was similar that of Japanese textbook for polity education, which focused on the
superiority of Emperor System of Japan. After restoration of independence, polity education in
North Korea was implemented in the form of introducing‘Constitution’ as a school subject,
originated from Soviet Union. In ‘Constitution’, the superiority of socialist state and the contribution
of Soviet Union in the establishment of North Korean regime were emphasized. In the case of South
Korea ‘Social Studies’ as a school subject, which introduced from America played a role of polity
education. In ‘Social Studies’, democracy as the form of government and the role of the Korean as a
sovereign in the establishment of Republic of Korea were emphasized.
