한국어 초록
1978년 개혁개방 이후, 세계 제2의 경제대국으로 성장한 중국은, 2015년 AIIB 설립을 통해 세계 경제질서에 새로운 도전장을 내밀고 있다. 제2차세계대전 이래, 전후 세
계경제 복구와 발전의 견인차였던 미국에 의해 형성된 기존의 세계금융체제에 대한
새로운 도전으로 해석되기도 한다.
AIIB가 성공적으로 안착하여 새로운 국제금융의 규범을 제시하게 된다면, 미국과
함께 중국이 세계금융질서의 새로운 축을 담당하게 된다. 이는 전후 미국의 패권에
도전했다 실패했던 옛 소련과 유럽 및 일본과는 달리, 중국이 미국에 대한 최초의 실
질적인 도전자가 됨을 의미한다. 이 때문에 AIIB가 중국에 의해 불투명하고 자의적으
로 운용될 위험성 등을 지적하는 회의론이 중국에 의한 국제금융경제질서의 구축을
견제하는 서방진영에서 대두되었다. 그러나 그런 가운데서도 미국과 일본을 제외하고
는 대부분의 서구의 선진국들이 적극적으로 가입한 것은, AIIB가 안정적으로 발전할
수 있는 가능성을 보여주는 것이라 하겠다.
국제레짐 이론에 의하면, 국제기구나 국제레짐은 설립시에는 강대국의 지도력이 중
요하지만, 일단 출범 후에는 어떻게 운용하느냐에 따라 강대국의 영향에서 상대적으
로 독립적일 수 있다. 따라서 중국 주도로 설립된 AIIB이지만, 참여하는 서방 선진국
및 아시아 제국들을 상대로 한 외교력을 발휘한다면 한국에게 새로운 기회를 제공할
수 있다. 박근혜와 시진핑 정부 들어서 긴밀한 관계를 유지하고 있는 한국은, AIIB에
더욱 적극적으로 참여할 뿐 아니라, 산하 다양한 기구들을 한국에 유치하고 주요한
역할을 수행해 나간다면, 한반도의 안정과 통일도 기여할 수 있을 것이다.
영어 초록
This research is designed to provide policy suggestions for the Republic ofKorea in responding to China’s newly launched Asia Infrastructure Investment
Bank(AIIB) in 2015. The AIIB may be an embryo to contend alternatives of
existing U.S. led global monetary rules. That is why the U.S. and the West doubt
if the AIIB would contribute to the development of global monetary system. They
concern if China arbitrarily manipulate the AIIB for its own national benefits, such
as utilization of the Belt and Road Initiative in Asia.
However, according to international regime theory, once an international regime
established, it tends to be independent from the big power that initiated it. So, the
AIIB also can not be simply managed by Beijing if the other member countries
wisely cooperate one another. In addition, Seoul can utilize the AIIB to contribute
to the Asian economic development and even the Korean Peninsula’s stability by
helping and contributing to the AIIB.
Meanwhile, China and the U.S. need each other to cooperate for their common
national interests despite their superficial conflicts. In 2015 China-Korean summit
in Beijing acknowledged that Korea’s Eurasia Initiative, and China’s Belt and Road
Initiative are complementary, and decided to cooperate each other. Both countries’
cooperation in the AIIB also encourages the Belt and Rode and the Eurasia
Initiatives.
