(Question
Formulation Technique)

This study was to investigate the characteristic of a question formation activity forhistorical inquiry in elementary social studies classes. In a historical inquiry process, students should
take a problem recognition activity. In this stage or in this activity, historical inquiry may not happen
if they do not ask questions of a learning topic or problem with doubt. Thus the importance of asking
a question of a learning topic by the students themselves can not be stressed too much for historical
inquiry in elementary social studies classes. This questioning is an intellectual skill for social studies.
If this skill is mastered other skills may be well learned. So it is the activity to premise transfer of
learning. But it is not learned by one practice. It is a learning goal to attain by long term practice and
feedback. Therefore for students to master the skill to ask an essential question, teachers should help
them participate in the class, which is a disciplinary inquiry community. In the past teacher-generated questions were emphasized. Recently learning a question formulation technique is
emphasized as student-generated questions are important. This technique is the product of an effort
to transfer teacher-generated questions to student-generated questions. When students master this
technique by performance exercise in historical classes, therefore, students as learners can come to
raise essential questions for historical inquiry.
