GM filed for bankruptcy relief in 2009 and the federal government relieved them. After that, Mary Barra became a new CEO and a serious safety recall took place. It was malfunction of the ignition switch. Engineers acknowledged that the ignition switch was malfunctioning from the start but did nothing. They said it was a "business decision" that did not solve the problem . The most serious problem was GM's culture. GM's culture was a very bureaucratic culture. The subordinates did not inform the boss of the bad news. Also, they could not say their opinion in decision making. Because the decision was made through a private process in advance. The former board members tried to fix this problem but failed. The staff just waited for change to happen. Mary Barra had once changed GM's dress code. However, she has worked at GM since she was a young, and her father has worked long in GM. This has led some to say that she will have limitations in changing GM’s culture.
