Abstract

이 연구의 목적은 수형자 직업훈련의 현황을 진단하고, 직업훈련의 효과와 만족도 및 요구 조사 분석을 통해 향후 수형자 직업훈련의 개선 과제를 도출하는 데 있다. 본 실태 조사(응답자 704명)에 나타난 결과를 보면, 직업훈련과정별 수형자의 직업훈련 목적은 출소 후 취․창업을 하기 위해 참여하는 것으로 나타났다. 또 수형자는 직업훈련 지원 프로그램 중 취업특강, 직업상담(취․창업, 직업훈련, 자격증 등), 단기사회적응훈련에 대한 지원을 받고 있는 반면, 취업박람 회, 자기이해 및 각종 진단검사, 특화된 취업정보 제공, 인터넷 활용 취업지원 시스템 운용 등에 대해서는 상대적으로 지원이 부족한 것으로 나타났다. 수형자가 직업훈련지원 프로그램 지원효과에 대해 느끼는 정도는 ‘직업상담(취․창업, 직업훈련, 자격증 등) 지원’이 다른 6개 프로그램보다 가장 높았다. 수형자의 직업훈련에 대한 만족도를 보면, “직업훈련교사의 전문성이나 훈련방법”에 가장 만족하고 있는 것으로 나타났으며, 그 다음으로는 “직업훈련기관”, “직업훈련과 정의 내용과 프로그램의 질”순이었다. 반면, 수형자는 “전문취업지원 상담”에 가장 만족하지 못하는 것으로 나타났다. 수형자의 직업훈련 과정 이수 후의 가능성 정도에 대해서는 “사회복귀 적응 및 재범방지 가능성”이 다른 요인들보다 높게 나타났다. 수형자의 직업훈련에 대한 요구나 개선의견을 보면, “직업훈련 이수 후 자격증 취득자에 대한 인센티브 강화”가 가장 높았으며, 그 다음으로는 “직업훈련이수 후의 취업지원 및 상담 강화”, “직업훈련생에 대한 처우 및 지원 개선”, “기업체 맞춤형 직업훈련 및 현장실습의 강화”순이었다. 이러한 수형자의 직업훈련 참여 만족도 및 요구조사에서 나타난 개선 과제는 다음과 같다. 첫째, 수형자들의 관심분야, 취업욕구, 연령 및 학력, 재범횟수 등을 고려한 직업훈련생 모집 및 특화된 훈련제공이 요구된다. 둘째, 수형자 취업지원프로그램은 수형자가 출소 후 취․창업이 가능하도록 적성, 흥미, 습득기술수준 등을 종합적으로 고려하여 취업지원기능의 보완이 필요하다. 셋째, 수형자에게 전문취업지원 상담을 제공하기 위해서는 고용노동부, 보건복지부 등 정부기관과의 취업관련 정보교류를 강화하고 지역사회 기업체와의 협약체결을 통해 수형자의 취업 향상을 제고할 필요가 있다. 넷째, 수형자가 직업훈련에 동참할 수 있도록 작업 환경 조성 및 인센티브를 제공할 필요가 있다. 다섯째, 수형자의 직업훈련은 개개인의 특성을 반영한 직업훈련 직종의 제공과 함께 이를 현실에서 적용할 수 있는 기업체 대상 직업훈련 및 현장실습이 필요하다.

영어 초록

This study is to grope a plan for supporting an reorganization of vocational training and a successful reintegration of prisoners in the future through survey analysis about inmates and training teachers with getting at the current status and problems of vocational training for inmates in prison in terms of lifelong vocational man-power development. We can be drawn the following implications through survey analysis about inmates. The inmates are necessary to do a role of the public interest reducing possibility of a second conviction by helping a steady social settlement through the support of the following.
·Providing recruitment of vocational trainee and specialized training with consideration for areas of interest, job needs, age, educational standards and number of a second conviction.
·Strengthening an employment support to enable an employment and the commencement of an enterprise after release from prison.
·Consolidating an information exchange related to employment with government agencies such as the ministry of employment and labor and the ministry of health and welfare. Improving job placement through a convention with companies in the local community.
·Improving of a work environment and an incentives to participate in vocational training. Expanding a vocational training and field training of corporate target
The political support of the following have to be preceded for revitalizing the support of the inmates. first, the institutions related to government and the ministry of justice should recognize that vocational training is an important national undertaking to reduce a second conviction rate. second, it is necessary to found a long-term financial support plan through revision of law related to vocational training of inmates as well as a short and long term policy vision and execution plan to activate a vocational training. third, it is necessary to run parallel a construction and improvement of infrastructure through a variety of administrative, financial and legal support to be settled a vocational training system of inmates. fourth, it should have been diffused a social awareness that the cooperation among government departments for raising a job skills of the inmates to participate in vocational training is necessary and it is necessary to propel a continuous improvement of system linked to government, company and local community for job support and employment promotion of inmates who had completed a vocational training.
