ABSTRACT

사회복지 전문직은 휴먼서비스를 제공하는 분야로 고도의 윤리적 통찰과 결단이 요구되는 윤리 지향적 전문직이라고 할 수 있다. 하지만 윤리에 대한 사회복지학계의 이론적이고 실천적인 관심은 아직도 부족하다. 그간 수행된 사회복지 윤리관련 연구들은 하버마스의 보편윤리사상을 사회복지실천현장에서 활용할 수 있는가에 대한 탐색적 논의, 사회복지 실천 가치와 윤리가 지향하고 있는 내용, 자기결정과 관련된 문제 등 주로 이론적 논의에 머무르고 있다. 사회복지 실천현장에서 윤리적 문제는 여러 가지가 있을 수 있겠으나 그 중 가장 빈번하면서도 사회복지사들에게 부담으로 작용하고 있는 것은 바로 윤리적 의사결정이라고 할 수 있을 것이다. 따라서 본 연구는 사회복지사들이 실천현장에서 실제로 겪고 있는 윤리적 의사결정 딜레마의 내용과 결정 과정 그리고 해결유형을 살펴보고자 질적사례연구방법으로 연구문제에 접근했다. 연구에 필요한 자료는 경기도 ○○노인주거복지시설에 근무하고 있는 10명의 현직 사회복지사들로부터 심층면접을 통해 수집했으며 수집된 자료의 분석은 Stake(1995)가 제안한 4단계에 따라 수행되었다. 연구결과 연구 참여자들이 윤리적 의사결정의 딜레마에 직면하여 이를 해결하는 유형을 가치론적 결정형, 절충형, 회피형으로 분류했다. 사회복지사들이 실천현장에서 직면하는 윤리적 의사결정 딜레마의 양상과 원인 그리고 결정과정은 매우 복잡하고 다양한 것으로 나타났다. 그럼에도 불구하고 본 연구에서 찾을 수 있는 함의는 연구 참여자들은 윤리적 의사결정 모델과 같은 이론적 기준에 의해 의사결정을 하는 것이 아니라 기관의 정책, 전문가의 조언, 기관 관계자들의 견해는 물론 자신의 가치관, 클라이언트의 구체적 상황 등 모든 맥락을 최대한 고려하여 의사결정을 하는 경향이 강하다는 점이다. 따라서 사회복지사들이 윤리적 의사결정을 좀 더 유연하게 극복해 나갈 수 있도록 윤리적 민감성을 높이는 방안이 강구되어야 할 것이다. 위를 위해서 슈퍼비전 과정에서 윤리적 민감성에 대한 과정을 포함하고 이를 지도할 수 있는 윤리슈퍼비전전문가의 양성 방안도 고려할 수 있을 것이다. 또한 담당 사회복지사들이 감당하기 벅찬 윤리적 문제도 적지 않게 발생되는데 이에 대한 대응으로 기관의 관계자, 성직자, 학계와 같은 외부 전문가들로 구성한 사회복지실천현장윤리위원회의 실효성 있는 운영도 검토해볼 수 있을 것으로 사료된다.

영어 초록

Social welfare is a profession which provides human services and can be called as a profession that promotes ethics. It requires acute ethical insight and decision making. However, theoretical and practical interest towards ethics is still insufficient in the social welfare area.The existing studies concerning ethics in social welfare are mainly about exploratory discussions on whether universal ethics theory by Habermas is applicable to actual sites, contents of what the value of conducting social welfare and ethics are promoting and problems related to personal decisions.There could be various problems related to ethics at the social welfare work site but the most common of all and the most stressful of all to social workers would be ethical decision making. As a result, this research approaches the problem with qualitative case study method to observe the contents of ethical decision making dilemmas, decision making process, and types of solutions. Materials necessary for the research was attained through in depth interviews with 10 social workers working in 00 elderly facility in Gyeonggi-do. Analyzing of the accumulated data was done accordingly with 4 processes suggested by Stake(1995).As a result of the research, 3 patterns were found in dealing with ethical decision making dilemma, "party that makes decision based on theory of value", "party that compromises", and "party that avoids". Aspects, causes and decision making processes of ethical decision making dilemma that social workers face on site, turns out to be very complicated and diverse. However, one common thing that the research found was that research participants did not make decisions depending on theoretical standard like "Ethical decision making models" but had a strong tendency to make decisions by considering every related context. For example, he or she would not only consider the policy of the organization, advice from professionals, and opinions of the personnel of the organization, but also, personal values and other specific situations.Thus, there needs to be a measure that would enhance ethical sensitivity in order to help social workers overcome ethical decision making more easily. This could be possibly done by including a course about ethical sensitiveness in the supervision process and rearing experts on supervision related to ethics. Also, problems that social workers in charge cannot manage occur at times. As a response, effective running of "On site social welfare ethics committee", consisted of experts outside the organization like related personnel of the organization, clergy, and academics, should be considered as well.
