ABSTRACT

한국어 초록

급속한 고령화 사회에서 한국은 가족의 역할을 중시하는 전통적인 가치관이 함께 상존하고, 국가의 노인보지 제도나 정책은 미미하고, 고령국가의 진입으로 부양해야 할 노인인구가 늘어 노인학대가 이젠 더 이상 가족의 문제가 아닌 사회문제로 대두되었다. 노인학대는 증거가 명백한 신체적 학대에서부터 정서적․심리적․재정적 학대와 자기 방임과 자기학대를 포함하여 광범위하게 포괄하고 있다. 노인의 일반적인 특성을 볼 때, 사회전반의 뿌리 깊은 남녀 차별의식 때문에 피해자가 여성이 대부분을 차지했으며, 유형별로는 60～70세는 정서적 학대, 신체적 학대, 방임 순이지만 80세 이상부터는 정서적 학대 다음으로 방임이 나타나고 90세 이상부터는 방임이 먼저인 것을 볼 수 있다. 또한 학대의 주된 원인이 부양부담이고, 노인학대에 관련하여 사회적 인식부족, 노인학대 관련기관 협조체계 미흡, 노인학대의 유형에 따른 제도가 미비한 문제점을 가지고 있다. 이와 관련하여 본 연구는 다음과 같은 제언을 하고자 한다. 첫째, 법적인 부분에서 노인학대가 더 이상 개인이나 가정의 문제가 아니라 사회적인 문제임을 감안할 때, 가정폭력 방지법에 의하여 노인학대를 다루는 것이 아니라, 별도의 노인학대와 관련한 법이 제정이 필요하고, 사회에 노인학대 인식을 높이고 예방을 위해서는 대 사회적인 노인학대 대안 홍보 및 예방교육이 필요하다. 둘째, 노인학대에 있어서 피해자와 가해자가 있다. 어느 한쪽의 인식전환만으로 노인학대 예방이나 적절한 대안은 없다. 다만 학대의 악순환을 예방하기 위해서, 학대가 발생했을 경우 양쪽을 위한 전문상담서비스의 제공이 필요하고, 노인학대의 경우 부모 부양으로 인해 겪게 되는 어려움과 스트레스가 원인이 되므로 부양자들에게 부양과 관련한 문제에 대해서 상담해 주고, 필요한 사회서비스를 제공해 주는 부양자 상담서비스가 필요하다. 또한 노인학대의 주원인이 노인부양에 따른 스트레스라면 주부양자뿐만 아니라 다른 가족의 구성원들도 적극적인 도움을 줄 수 있도록 세제혜택 등 여러 가지 대안을 마련해 주어야 한다. 셋째, 대부분의 노인들은 자녀로부터 학대를 당해도 그것을 학대로 인식하지 못하는 경우가 많고, 그것을 인식한다 하여도 가족 내의 학대사실이 외부에 노출되는 것을 꺼려해서 외부 지원체계에 신고하려고 하지 않는 경우가 많다. 또는 자식을 고발함으로써 죄책감, 그로 인한 자녀로부터의 보복이 두려워 학대를 은폐할 수도 있다. 이에 대해 노인들을 대상으로 노인학대에 대한 인식교육을 실시하고, 노인들의 의존성을 줄이기 위한 노인의 사회활동 참여를 권장하여서 부양자에게 스트레스를 경감시키고, 사회활동참여 가운데 노인서비스에 대한 많은 정보를 얻게 하여 노인 스스로 자기 관리를 강화할 수 있도록 하는 것이 필요하다.

영어 초록

South Korea, a rapidly aging country, still upholds the traditional value of the role of family but has unsatisfactory national policies for the welfare of senior citizens. As South Korea is becoming an aged society, due to significant increase in the number of elderly population, abuse on elderly population is no longer a domestic matter but of the society's. Abuses on senior citizens come in various types, starting from evident cases like physical abuses to emotional, psychological, financial abuses. Neglect induced by oneself and masochism also fall into this category. Considering the basic characteristics of senior citizens, women were the primary victims due to deeply rooted prejudice against female. According to different age groups, elderly citizens in their 60～70s suffered from emotional abuse the most, followed by physical abuse and neglect respectively. Those above 80 suffered emotional abuse followed by neglect. Those above 90 from neglect the most. Major cause of abuse was the burden of supporting senior citizens. Moreover, the problem of inadequate awareness of the society towards elderly abuse, insufficient cooperation from related organizations and lack of policies related to different types of abuse triggered the issue.As a result, this research suggests the following. First of all, considering the situation of elderly abuse is no longer of individual's nor domestic but of society's, the problem should not be dealt according to the law against domestic violence. A separate law concerning abuse against senior citizens should be installed. Publicizing of alternatives to senior abuse and educating preventative measures on the society's level should be made to enhance the society's awareness on elderly abuse and prevention.Furthermore, there is a victim and an assailant in elderly abuse. There is no appropriate alternative nor could there be prevention of abuse on senior citizen if only one party is willing to change perspectives. To prevent vicious cycle, when an abuse occurs a counseling service by an expert should be provided to both parties. In the case of elderly abuse, the main reasons are stress and difficulties concerning supporting one's parents. Thus, there needs to be counseling service for people who support the elderly in the family to help them with the related problems and to provide necessary services in need. Also, if the biggest reason for abuse on senior citizen is stress coming from supporting the elderly, various alternatives, including reduction of taxes, should be arranged so that not only those with primary responsibility but also other members of the family become more enthusiastic in offering help.Adding to that, a lot of senior citizen do not feel as if they are under abuse from their children even if they are suffering from elderly abuse. Even if they are aware, they feel reluctant to tell other people about the abuses going on within the family and tend to not report to the outside support system. In addition, elders may cover up the abuse because of guilt at having reported their own children or fear of retribution. As a response, an education system that heightens the awareness of elderly abuse to senior citizens should be initiated. Also, a system which encourages elderlies to participate more in activities within society to reduce the dependency of elderly and thus lower the stress of those who support the elderly. Such system would further help senior citizens as it will allow elders to know more about available services for elderly amidst participating in various activities and will enable elderly to be able to look after oneself more.
