유아교육복지사업은 빈곤이나 가정해체 등으로 문화적 교육적 기회가 제한된 가
정의 유아들에게 적절한 교육적 지원과 돌봄을 통해 교육에서 출발점 평등을 이
루기 위한 것이다. 이를 위해 서울은 2007년부터 각 지역 교육지원청에 유아교육
복지전문가를 배치하여 사업을 진행하였다. 본 연구는 이와 같은 서울 유아교육복
지사업의 의미를 운영내용 중심으로 살펴보고 발전방안을 탐색하고자 하였다. 이
를 위해 유아교육복지전문가를 중심으로 한 포커스그룹면담방법을 사용하였다. 운
영내용 측면에서 서울 유아교육복지 사업의 의미는 다음과 같다. 첫째, 유치원이
라는 교육기관을 통해 집중 지원이 필요한 저소득(한부모, 조손, 다문화가정 포함)
유아 및 그 가정을 돌봤다. 둘째, 지역교육공동체 형성에 기여했다. 셋째, 저소득
유아 대상 프로그램을 현실에 맞게 재구조화하였다. 넷째, 유치원 원장을 사업 파
트너로 성장 발전시켰다. 제안된 발전방안은 첫째, 개별 유치원 사업 프로그램 운영 을 평가해서 그 방향과 내용이 재조정되어야 한다. 둘째, 유-초 연계를 강화할
수 있는 구조와 내용을 지역에 맞게 개발해야 한다. 셋째, 저소득 유아 가족 기능
을 강화하는 내용과 구조, 절차를 보완해야 한다. 넷째, 그간 사업내용을 객관적인
검증절차를 통해 평가하는 작업이 필요하다는 것이다.

영어 초록

An early childhood educational welfare plan aims at providing appropriate
educational assistance and care to preschoolers who are culturally and educationally
disadvantaged due to poverty or family dissolution in pursuit of the equity of the
starting point of education. Seoul has pushed ahead with the plan since 2007 by
supplying experts in early childhood educational welfare to the local educational
authorities within the region. The purpose of this study was to explore the meaning
of the early childhood educational welfare plan in Seoul, especially in terms of
content, and to seek ways of improving its performance. A focus group interview was
conducted on experts in early childhood educational welfare. The outcome of the
Seoul early childhood educational welfare plan was investigated in terms of content,
and the findings of the study were as follows：First, that plan served to take care
of preschoolers from the low-income classes and their families that were in want of
intensive assistance. The low-income classes involved single-parent families, families
composed of children and their grandparents only and multicultural families. Second,
that made a contribution to the creation of local educational communities. Third, that
was successful in realistically restructuring programs geared toward preschoolers from
the low-income classes. Fourth, kindergarten principals became more full-fledged by
serving as the collaborators of the plan. And there are several ways to enhance the
performance of the plan. First, the kindergarten programs should be evaluated to
determine the new directions for the programs. Second, the sorts of localized programs
that can strengthen kindergarten-elementary school tieup should be developed. Third,
an objective inspection is required to make an accurate evaluation of the plan.
