본 연구는 현재 운영 중인 웹기반 훈련 프로그랩의 운영 실태 및 문제점올 분석함으로써 우리나라 웹기반 훈련의 발전을 위한 시사정을 제시하는 데 목적이 있다. 이 연구의목적을 달성하기 위하여 먼저 문현연구를 통하여 본 연구의 분석틀올 도출하였으며， 이러한 분석틀에 기초하여 개발한 분석도구와 지침서를 원격교육 분야의 전문가들에게 제공하여 현재 운영되고 있는 웹기반 훈련 프로그랩을 분석하도록 하였다. 분석 대상은 노동부로부터 ‘인터넷 통신훈련’ 기관으로 승인받은 기관들 중 웹기반 훈련의 전문성과 인지도를 확보하고 있는 8개의 프로그램이며 분석 결과는 통계처리되었다. 분석올 위한 71본툴은 웹기반 훈련의 특성을 반영하는 지표로서 CD접근 용이성，@개별적 • 자율척 학습가능성，@상호작용성，@벼용효과성이라는 네 가지 영역으로 구성되었다. 웹기반 훈련프로그랭의 분석 결과를 토대로 웹기싼 훈련의 문제점틀이 다각적으로 진단되었으며， 아울러 웹기반 훈련 프로그햄 설계 및 운영시 고려해야 할 주요 사항틀이 제시되었다.

As demands for developing vocational competence are increasing, web-basoo training hasbecome the focus of attention. It is a useful means of expanding the learning opportunitiesof adults who have to work and learn simultaneously. However, web-based training aspractisoo in Korea, has several problems.This study aims at providing suggestions for the development of Korean web-based training.It plans to do so by examining the quality level and problems of web-based trainingprograms cWTently underway. The process of this study consists of com]Xlsing the frame ofstudy through literature research and expert analysis of web-basOO training programs currentlyin operation. The study provides analysis tools and guides basOO on this framework.The study analyzed eight programs from four authorized institutions designated as 'IntemetbasOOtraining institution' by The Ministry of Labor. The results were analyzed statistically.The framework for the analysis is an index that reflects the characteristics of web-basedtraining. It comprisES of four areas: open 8CCelS, individual learning, interactivity, cost effectiveness.According to the results of the analysis, easy access of web-based training programis a distinct factor that makes it superior to other analysis areas. The aspoct of interactionappears to 00 rather poor,. Interaction ootween learner and learning content hasbeen found to be the most unsatisfactory. The analysis indicates that interaction ootweenlearner and tutor including continuous monitoring of learner and immooiate feedback arelower than desirable. Regarding individual learning, the problem is that there is no deviceto examine the entry level of the leamer, learning materials are in short supply and it isdifficult to collect materials.The results of the study suggest major changes and new perspectives in developing andmanaging web-based program from different viewpoints.
