본 연구는 1996년 미국의 복지개혁법인 ‘개인책임 및 근로기회조정법’(PRWORA: Personal Responsibility and Work Opportunity Reconciliation Act)체제 하에서, 전면적인 개혁을 실험하고 있는 근로연계복지사업의 성과와 한계를 고찰하고자 한다. 미국에서는 근로연계복지사업의 효과성을 증진시키고자, 프로그램의 유형에 있어서 이전의 교육과 훈련에 중점을 둔 인적자본개발모델(HCD: Human Capital Development Model)에서 벗어나 신속한 취업을 강조하는 노동시장연결모델(LFA: Labor Force Attachment Model), 또는 이 두 모형을 혼합한 모델로의 전환을 진행 중이다. 대부분의 초기 평가연구들은 근로연계복지사업의 유형에 있어서는 대체적으로 혼합형이 취업증대, 임금상승, 복지탈피, 복지수급액 감소라는 측면에서 가장 큰 효과를 보였으며, LFA와 HCD의 비교에 있어서는 LFA모델이 HCD모델보다 효과적이었음을 입증한다. 뿐만 아니라, 미국의 근로연계복지사업에 있어서는 프로그램 참여의 형태나 참여자의 성격과 그들이 처해있는 상황, 프로그램 제공자의 성격 등도 프로그램의 성공을 좌우하는 중요한 요인으로 지적되었다. 하지만, 이러한 개혁과 변화의 노력을 통해 얻어진 결과에도 한계는 보인다. 즉, 프로그램의 성과로 얻어진 복지의존성의 감소와 취업이 단기에 이뤄지는 경우, 불안정한 취업상태와 저임금의 문제로 인해 복지혜택으로부터 탈피했던 많은 이들이 다시 복지의존으로 회귀하는 현상을 보여주었다. 미국에서는 이러한 상황을 개선하고, 사업의 효과성을 증진하기 위해서, 지속적인 사후관리와 아동보호, 의료보호, 소득공제, EITC제도 등의 부가 서비스와 유관 제도를 확충되고 있다. 본 연구는 미국의 근로연계복지사업과 유사한 국내 자활사업의 효과적인 운영에도 적지 않은 함의를 전달하고 있다.

영어 초록

The purpose of this study is to evaluate new U.S. welfare-to-work program strategies to enhance program effectiveness. Recently, welfare-to-work programs in the U.S. experienced dramatic changes under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The focus of the U.S. welfare-to-work program shifted from that of human capital development model(HCD) to that of labor force attachment model(LFA) or combined model, encouraging work activities in the actual labor marker. In additions, mandatory participation was reinforced with various sanctions and penalties. Furthermore, state and local governments' autonomy in program design and implementation was recommended to enhance program effectiveness enabling various private organizations to participate in the service delivery processes by contracting-out. This study witnessed the combined model helped the welfare recipients gain employment, increase their earnings, leave welfare dependency most successfully. The LFA was more effective in helping welfare recipients more so than the HCD. In addition to the program model, this study identified participation types, socioeconomic characteristics of the participants and their conditions, and types of program providers were key factors that determine program effectiveness. This study also showed that most of people who left welfare were employed by low-income jobs and had a tendency to return to welfare dependency. To cope with these situations and increase program effectiveness, this research also demonstrated importances of continuous post-program follow-up services and additional programs such as child care, health care, and EITC. In conclusion, this study provides lessons that a careful consideration of the participants' characteristics and their situations, development of appropriate program model, collaboration among diverse public and/or private agencies in communities based on a firm partnership, continuous post-program follow-up and relevant auxiliary services are needed to endure better implementation of the self-reliance program in Korea.
