1. Preface
After experiencing devastating credit card crisis in mid 2000s which resulted in default of thousands of credit card holders and closure of credit card companies, Korean government has favored use of check card over credit cards. The government has the faith that check cards promote more sound and stable behavior from consumers. Ever since, the government has tried to encourage use of check card by implementing series of policies that benefit check card holders.
The focus of the policies strongly persists even today. Just few months ago, Financial Services Commission announced new policy highlighting increase in maximum payment limit of check cards to 600 million won, and decrease tax deduction benefit for credit cards . Check card favoring tendency of government policy will be likely to remain in the future.
Thus, it is important to find out how these government policies will affect Korean economy in the short-run as well as long-run. As we will find out, these policies will have strong impact on consumption expenditure, household debt and tax revenue.
