No. 1. The Development of Local Government
The origins of what we now know as local government are lost in the distant past. Many boroughs have governed themselves for centuries under Royal Charters granted in medieval times. Thus Kingston-upon-Hull was granted it`s first charter by Edward Ⅰ in 1299 while the nearby market town of Beverley received a charter from Archbishop Thurstan even earlier, in 1129. Outside the boroughs services were administered by justices of the peace and parish bodies responsible for both ecclesiastical and secular matters. Common lands were administered by commissions or benches of citizens, some of which still survive. These and other single purpose bodies provided particular services like highways, drainage and charitable education. Specific projects were undertaken by commissioners charged with their execution and this method was used in particular to enable improvements to be made to urban environments when the local authorities were debarred by law from undertaking them themselves. This maze of separate and varied public bodies was gradually eliminated during the nineteenth century and replaced by local authorities of the kind with which we are now familiar. The Municipal Corporation Act of 1835 reformed the election of borough councilors and introduced a standard electoral procedure in place of the many differing ones provided for in the old charters, where qualifications existed both for borough franchises
