1. History of Austrian IR
The Austrian Federation of Trade Unions (ÖGB) was founded in 1945 and is a democratic representation of Austrian workers and employees. Its function is to unify the labor movement and enable social partnership. Due to the soldiers and captured in WWII the ÖGB had to be formed bottom down as only high official but hardly member where available then. The talks about the structure of Austrian IR where laid then and under influence of the then leading parties, the social democrats, the peoples party and the Communist party. In the following years the membership numbers increased strongly. At the same time in the companies work shops where established. Though union membership wasn’t required for participation the number of union members in these works councils was very high. From the very beginning the ÖGB was an essential part of Austrian social partnership.
