Conflict between broadcasting and telecommunication for convergence is not relieved. Fundamental reason of conflict is that broadcasting regulation is exclusive over special. In the background of that, this these purposes to investigate the principles and reasons of broadcasting regulation and it's influence for convergence between broadcasting and telecommunication. Firstly, Broadcasting regulation is societal basically. Therefore broadcasting and telecommunication is separated strictly in Korea. In the result of that, vertical monopoly structure - key station of terrestrial broadcasting, local network of affiliated station and cable TV - is sticked. And broadcasters in vertical structure opposites the new media enter the broadcasting sector. The typical example is the conflict for re-transmission of terrestrial broadcasting of skylife and TUmedia. There is“ public interest logic”behind of the resistance. In spite of justness of public interest logic, it is used for the sake of protection of broadcaster’s interest. In result, public interest logic emphasizing public ownership defend the entrance of strong rival broadcasters, foreign capital, conglomerate, newspaper cooperation and telecommunication cooperation etc.. It is needed for new broadcasting regulation philosophy matching with digital broadcasting paradigm.
