《ABSTRACT》

한국어 초록

국가보존에 있어 군은 반드시 필요한 존재이고, 이들의 군복무 후, 사회에 적응할 지원정책은 필수적이다. 특히 우리나라의 현실은 휴전선이 가로놓여 있는 상태이기에, 북한의 전쟁도발을 억제할 수 있는 강력한 존재가 군이다. 군에서 장기 복무한 전문인력들에 대한 체계적이고, 현실적인 보훈정책마련과 이들에 대한 국민의 존경하는 마음이 있을 때, 전시상황에 국가안보를 지켜줄 장병들이 존재할 것이다.
따라서 우리나라 지원정책 개선방안에 대해 논의해 보았다. 첫째, 전역 후 생계와 직결되는 취업과 관련, 이러한 제반 문제를 연구하고 적용하는데 중심이 될 수 있는 제대군인 취업지원 전담법인 설립을 제안한다. 둘째, 제대군인을 위한 새로운 일자리 창출 측면에서 산림감시원, 환경보호, 국ž공립원관리, 공영주차장관리, 행정관서의 경비, 운전, 청원경찰 등 국가가 관리하는 공단, 국 공기업체 등의 적합 직종을 제대군인 우선고용 특수직종으로 확대해야하며, 고용이행수단 확보방안을 마련해야 한다. 셋째, 제대군인의 진로를 분석, 전문카운셀링을 통하여 취업, 창업 등 진로결정에 도움을 주
고, 맞춤식 교육훈련으로 사회적응능력을 배양해야 한다. 넷째, 제대군인 지원의 필요성 및 중요성에 대하여 국민뿐만 아니라 국가보훈처 및 국방부 이외에도 기획예산처와 행정자치부 등 관련 부처의 인식전환이 요망된다.
이에 호주의 보훈조직, 보훈대상자, 지원내용, 의료 및 보훈복지정책, 시사점에 대해 알아보았고, 호주의 복지서비스 제공체계인 원스톱 서비스 체계 사례는 한국보훈복지 서비스 제공체계에 많은 아이디어를 제공할 수 있을 것이라 판단한다. 최근 더욱 강조되고 있는 업무는 노동시장 프로그램을 통한 참전용사의 훈련 및 고용과 같은 적극적 재활 개념이다. 이는 제2차 세계대전이 끝나고, 수많은 참전용사들이 복귀하면서 노동인력을 원활하게 공급하기 위해 재활이 강조되면서부터 시작되었다. 이러한 추세는 세계적으로 동일한 경향을 나타내고 있는 것으로 보이고, 한국보훈정책방향 설정에서도
더욱 강화되어야 할 방향으로 판단된다. 현재 세계 모든 자유민주주의 국가는 참전 군인에 대해 특별예우를 하고 있다. 모든 나라가 정도의 차이는 있지만 빠짐없이 예우를 하고 있다. 문명국가라면, 자주국방의 전투행위로 기여한 참전 군인들에 대한 존경과 감사의 마음을 가져야 하며, 정부는 이들의 희생에 대한 보상으로 체계적이고 현실적인 보훈정책마련이 필요할 것이다.

영어 초록

The military is indispensable thing in preserving the nation, and support policy for the servicemen to adjust to society is also necessary after their military service. In particular, because Korea is a divided country, the military is powerful thing to suppress provocation of a war by North Korea. So, when there are systematic and realistic policies for long-term career soldiers in rewarding for meritorious deeds, and peoples’ respect for them, military personnel to defend national security will exist during the war.
Therefore, I discussed improvement of Korean support policy. First, I suggest establishment of corporation to back up employment for discharged soldiers in researching and applying the related problem, such as employment connected with living after discharge. Second, in terms of creating new jobs for discharged soldiers, the government should expand suitable jobs as a special job hiring the discharged soldiers first. In the job, there are a forest ranger, sweeper, park keeper, carjockey, guard at a public office, a driver, a policeman, and industrial complex officer managed by the government and public enterprise. Third, the government should help them decide a career such as employment and starting business through analysis of their career and counseling, and help them have the ability to adapt to society through individual training. Fourth, regarding the necessity and importance of supporting the discharged soldiers, related government department such as the Ministry of Planning and Budget and the Ministry of Government Administration and Home Affairs need to change their perception in addition to the Ministry of Patriots and Veterans Affairs as well as peoples.
I researched Australia’s patriots and veterans’ organization, patriots and veterans, supporting elements, medical and welfare policy for patriots and veterans, implication and I considered that welfare service provision system,or one stop service system can provide many ideas to provision system in Korean welfare service for patriots and veterans. Recently, more notable task is an active rehabilitation such as training and employment of war veteran through labor marketprogram. This began after the war veterans returned after the Second World War emphasizing the rehabilitation to supply labor force smoothly. The trend seems to be the same tendency globally and should strengthen in setting up Korean policy for patriots and veterans. Now, all the free and democratic countries in the world aregiving veterans special treatment. Every nation without exception treats them with respect tough there is a difference of degree. Civilized countries should thank and respect veterans contributing to battle for the nation’s self-defense, and the government needs to prepare systematic and realistic policy for patriots and veterans.
