본 연구는 영국사회에서 교육결손집단이자 사회취약계층인 중도입국 다문화가정 학생을 위한 교육지원체제의 특징과 현황을 분석하는 것이다. 이는 인종적, 문화적 다양성이 확산되고 있는 우리의교육환경에서 교육소외계층으로 전락하고 있는 중도입국아동 및 청소년을 포함한 다문화가정 학생의 학업성취도를 높이고 잠재력을 개발할 수 있는 교육방안을 마련하는데 시사점을 주기 위한 것이다. 이를 위해 이 연구에서는 우선, 다문화가정 학생 지원을 위한 교육 기조와 방향을 살펴보았고,구체적인 교육지원사업 및 프로그램과 교육지원체제 성공 사례를 검토하였다. 연구의 결과에 따르면,첫째, 영국의 중도입국 다문화가정 학생을 위한 교육체제는 전 국가적인 ‘교육수월성 강화(excellencein education)’와 ‘사회적 통합(social inclusion)’을 도모하는 교육복지를 기조로 전개되고 있었다. 둘째,중도입국 이주학생의 성공적 통합은 학교-가정-지역 커뮤니티의 다자간 파트너십이 중요한 것으로나타났다. 셋째, 다문화배경을 가진 이주학생을 지원하기 위해 영국의 학교는 전담인력 배치를 통해체계적인 교육역량강화프로그램을 전개하였다. 넷째, 균등한 교육기회를 제공하기 위해 다양한 생활지도 및 보살핌(good pastoral care)사업을 병행하였다. 이상에서 본 연구는 우리의 교육체제가 다문화적 배경을 가진 모든 학습자들의 잠재력을 제고할 수 있도록 학교 ‘안’과 학교 ‘밖’의 다양한 교육지원방안이 마련되어야 한다는 것을 강조한다.

영어 초록

This study aims to examine features and domains of educational provision for immigrant students whohave diverse ethnic, racial, cultural, and linguistical backgrounds in UK. Given that migrant children andyouth are highly marginalized and alienated within the Korean educational system, due to their lowaccessibility to educational opportunities and being othered discrimination in the Korean society, theexperience of British government’s education initiatives and its empowering programmes could produce asignificant implication and policy suggestion to enhance achievement and integration for immigrant pupilsin Korea. Major findings reveal that educational system and policy in UK is driven by the ethos ofEducation Welfare. In contemporary context, the approach of education welfare underlines importance of‘excellence in education’ as well as ‘social inclusion for underprivileged immigrants students’. Second,multilateral partnership and intensive network among school-home-community is essential to bring successfulachievement and social inclusion for the students. Third, through spending Ethnic Minority AchievementGrant(EMAG), British schools could employ EMA staffs and offer professional training to provide systemicsupports for newly arrived migrants pupils It led a good practice fulfilling students’ different needs andattaining customized learning goals for each students. Forth, schools in Britain would promote diverseeducation provisons not only through the pedagogical engagement but also good pastoral care services formigrant students to enhance their achievement and ambition. Finally this study asserts that Koreaneducational system should be re-structured to strengthen Education for All, particularly for disadvantagedmigrant-background students in the schooling and to endue their capacity in the Korean society activelyengaging with multi-culturalism. It is signifiant to widen educational opportunities for all learners regardlessof ethnicity, race, nationality and class.
