오늘날의 교육은 학습자의 개성을 존중하고 각 학습자가 그의 능력에 따라 학습하며 모든 학습자들이 그들의 잠재력을 개발하도록 교육의 기회를 균등화하기 위해 집단에서 개인을 중심으로 학습할 수 있는 개별교업이 대두되고 있다.각 학습자는 적성, 진도 필요에 있어서 각기 개인차를 가지고 있다. 그리고 학습이란 학습자 속에서 일어나는 개인적인 일이다. 또 각 학습자는 특별한 신체적 장애가 없는 한 그들 각자의 적성 진도 필요에 따라 학습한다면 소정의 과정을 만족할만한 수준까지 성취할수 있는 가능성을 가지고 있다. 그럼에도 불구하고 대부분의 학교 교육은 이러한 개인차를 지닌 학습자들을 하나의 집단으로 묶어서 일제 집단교육을 하고 있는 것이다. 이것은 경제적인 이유에서뿐만 아니라 우리의 학교교육이 전통적으로 내려온 교육방법을 고수하고 있기도 한 때문이다.

ln a trend that reflects our contemporary times‘ the emphasîs Îs shifting from concern with t!le group norm toward concem for the individual indudîng hîs needs， his capabilities and his personal preferences， Though this trend is readi!y perceptib!e it is not equally c1ear just what form this indîvidualizatîon of teaching and learning should take‘ nor in what contexts it is most appropriately used lnterestingly enough‘ the very individuality of educator-s tends to make them view thc subject of indîvidualized learning from their unique perspectives. As a natura!conseQuence there has been a proliferation of approaches the purpüse of this paper is to study the principles and procedures of individualized instructional system desig끼 and revicw the modcls(individualized lear.ning programs) that ‘ ’ere developed by the application 이 the systems approach to îndividualizcd instructional system design.Among the individualized learning progTams, IPI(lndividually PrescribedInstruction) is an instructional sysιem based on a set of behavioral objcctives corre!ated with diagnostic instruments and curriculum materials and teaching techniques. The 。이ectlves are1 . To enable each pupil to work at his own rate through units of study in a leam ing sequence2. To develop in each pupil a demonstrab!e degree of mastery3 . To develop self- înitîation and self- direction of learning4 . To fuster the development of problem-soiving thought processes5 . To encorage self- evaluatîon and motivation for learningThere are six elements which distinguish lPI from cobventional elementary school precedures:1 . Oetailed specifications of educationaI objectives2 . Organizatioo of methods and materials to attaìn these objectives3 . Careful detennination of each pupil‘s present competence in a given subiect 4 . Individual daily evaluation and guidance of each pupil5 . Provision for frequent monitoring of student performance, in order to inform both the pupil and the teachcr of progrcss toward and objective6 . Continual evaluatîon and strengthening of the curriculum and Înstructionalprocedures
