한국의 민주화가 이룩된 지 20년이 넘었고 여야간의 정권교체도 2번이나 있었다. 민주주의가 붕괴되고 권위주의가 재도래할 것이라고 생각하는 한국인은 거의 없다. 객관적인 기준으로 볼 때, 한국의 민주주의의 공고화되었다. 그러나 한국 민주정치의 실제 모습에 만족하는 한국인은 많지 않다. 여야간의 극한적인 대립과 국정마비, 반복되는 대통령들의 실패, 대의민주주의의 위기, 정당들의 잦은 이합집산과 위계적인 정당구조, 국회에서 종종 나타나는 폭력적 모습 등이 한국 민주정치에 대한 국민들의 실망을 키운다. 왜 한국 민주주의는 성숙하고 안정적인 모습으로 발전하지 못하고 있는가? 이 글에서 우리는 한국의 정치제도들이 제도적 상보성을 결여하고 있다는 사실에서 그 답을 찾고 있다. 상이한 차원의 다양한 정치제도들이 서로 상충적인 인센티브를 정치행위자들에게 제공하고 서로 어울리지 않는 정치적 결과들을 양산함으로써 한국 민주주의가 성숙되지 못하고 정치적 혼란과 교착상태를 되풀이하고 있다는 주장이다. 따라서 한국 민주정치의 발전을 위해서는 헌법 개정을 포함한 정치제도의 전반적인 개혁이 다양한 정치제도들 사이의 상보성을 높이는 방향으로 종합적이고 체계적인 방법으로 이루어져야 한다고 주장한다. 제도 하나 하나에 초점을 맞추어 설사 그 제도만을 놓고 보면 매우 훌륭한 개혁을 했다고 평가할 수 있을지라도 한국 정치체계를 구성하는 다른 제도들과의 상보성이 확보되지 않으면 기대했던 효과를 거둘 수 없을 뿐만 아니라 다른 제도들의 작동을 방해하기도 한다. 우리는 이러한 시각에서 한국 민주주의가 대통령제 정부형태를 유지하면서 성숙한 발전을 위해 필요한 정치제도 개혁의 과제로 10가지를 주목하고 그 개선방향에 대해서 논의하고 있다.

영어 초록

Korean democracy is now more than 20 years old and there has been two power transitions between opposing parties. Most Koreans believe that there is no chance of the breakdown of Korean democracy and the turn to authoritarianism. Objectively, Korean democracy has been consolidated. At the same time, however, most Koreans are not satisfied with Korean democratic practice in the real world. Let's mention just several conspicuous examples: Adversarial confrontations are prevalent between the major parties resulting in political paralysis; presidents end up with their terms as another addition of a failed president; Representative democracy is in crisis; Political parties are subject to frequent realignments and they lack internal democracy within themselves; And people are sick and tired of physical violence of their representatives in the National Assembly. The present paper advances an argument that all these unwanted and unsatisfactory aspects of Korean democracy are based on an political institutional setting which lacks complementarity among its composing parts. Diverse institutions at different levels of the Korean political system provide conflicting incentives to politicians and produce non-conforming political activities, which prevents Korean democratic politics from moving toward an orderly and mature one and, instead, keeps political confrontation and paralysis as its repeating features. In order to overcome this state of affairs in Korean politics, we argue, constitutional amendments and political institutional reforms are to be carried out in such a way that institutional complementarity among Korean political institutions are strengthened. From this perspective, we propose 10 major institutional revisions that are needed in order to help the Korean presidential system of government function more smoothly and move towards a mature democracy.
