Abstract

사회구조의 산업화, 도시화, 핵가족화에 따라 노인부양에 대한 문제가 피부양자인 노인이나 부양자인 자녀세대에 큰 부담으로 제기되고 있다. 이같은 노인 부양문제는 노인의 경제적 문제나 건강문제, 사회적 소외, 평균수명의 연장 등과 결부되어 부양자나 피부양자에게 부양부담감을 더욱더 가중시키고 있다. 따라서 본 연구는 전라북도에 거주하는 부양자 100명을 유의표집하여 노인부양자의 부양부담감의 정도와 일반적 특성과 부양부담감 수준의 차이 등을 조사하여 다음과 같은 결과를 얻었다.
부양자의 일반적 특성에서 부양자의 평균연령은 45세로 매우 낮은 편으로 나타났으며 동거하는 가족수는 5.2명으로 전국수준보다 매우 높게 나타났다. 부양자의 학력은 44%가 고졸이상으로 높았고 피부양자와의 관계는 며느리가 75%를 차지했다. 부양자 가족의 경제상태는 100만원 이상이 56%로 가장 높았고 건강상태는 보통이상이 81%로 양호한 상태라고 응답했다. 부양부담감의 항목에서는 노인에 대한 이해가 부족하거나 심리적인 부담감항목의 점수가 높은 것으로 나타났다. 일반적 특성과 부양부담감 간의 차이에서는 정기적으로 수입이 있는 회사원이 부양부담감이 가장 낮았고 학력에 있어서는 대졸이상 부양자의 부담감이 낮고 초졸자의 부양부담감이 높게 나타났다. 주거형태는 전세자가 소유자보다 부양부담감이 높았으며 부양자와의 관계에서는 시부보다 시모 부양자의 부담감이 높았다. 경제상태는 100만원이상 수입자의 부담감이 낮았으며 오히려 300만원 이상 수입자와 99만원 이하 수입자의 부담감이 높은 것으로 나타났다. 이에 본 연구는 이와 같은 결과를 토대로 부양자의 부양부담감을 감소시키기 위한 방안을 다음과 같이 제시하였다.
첫째, 부양지원제도가 필요하다. 즉, 부양자에 대한 세금감면 조치나 노부모의 노후생계비 지원, 부양자에 대한 수당 지급제, 재산의 공동소유권의 인정제도, 재산상속과 부양자의 지분 확대, 부양자가족 유급휴가제도 등의 경제적인 지원제도가 시행되어야 할 것이다. 둘째, 부양부담감 감소를 위한 스트레스 관리훈련 프로그램이 필요하다. 즉, 부양자들의 스트레스를 관리하는 훈련방법으로 자기주장훈련이나 인지적 재구조화, 근육이완훈련, 심상요법 등과 같은 프로그램을 활용하는 것이다. 셋째, 핵가족화로 인하여 경로효친 사상과 가족 부양책임의 약화 현상으로 빚어진 문제를 해결하기 위해서는 부양자 대상의 교육프로그램이 필요하다. 교육대상으로는 미래의 노인부양세대와 현재의 부양자이며 교육내용으로는 노인의 심리적, 사회적, 신체적 특성과 노화, 노인수발방법이나 노인의 질병 및 증상 등이 포함되어야 할 것이다. 넷째, 부양자의 심리적, 사회적 부양부담감을 감소시키기 위해서 피부양자의 여가프로그램이나 자원봉사활동 프로그램의 활성화가 필요하다. 다섯째, 부양자의 경제적 부양부담감을 감소시키기 위해서 노인들의 고용촉진정책이 필요하다.
이와 같은 노인 부양자들을 위한 부양부담감 감소 방안들은 제도적인 지원뿐만 아니라 실천적인 지원과 학문적인 지원, 재정적인 지원 등이 함께 모색되어야 실천 가능한 사업이 될 것이다.

영어 초록

Issues concerning support for the elderly are causing much burden on both the elderly receiving the support and their children providing the support as the society's structure becomes more industrialized and urbanized while more and more families in it are transforming into nuclear families. This elderly support issue, together with financial and health issues of the elderly, social alienation, and extended average life expectancy, is forcing even greater burden on both caregiver and the supported. Consequently, this study chose 100 elderly caregiver residing in the Jeollabuk-do region and concluded the following results gained through identifying the degree of burden felt by caregivers, their general characteristics, the spread between levels of support burden.
Average supporter was surveyed to be quite young at 45 years in age, and the average number of accompanying family members was 5.2 persons, a figure quite higher than the national average 44% of the supporters had received high school equivalent education or higher and 57% was daughters-in-law to the elderly. Over 56% of the survey participants reported monthly household income of 1 million KRW or higher, and 81% reported family health states being average or better. Lack of understanding for the elderly and psychological burden ranked high in terms of forms of burden in supporting the elderly. Those with fixed source of income (corporate employees) reported the lowest levels of burden when factoring in general characteristics and the spread between different levels of burden felt, and in terms of education levels, university graduates felt the lowest level of burden with elementary graduates feeling the highest. Renters felt greater burden than homeowners did, and the level of burden was found to be greater with supporters of fathers-in-law than those supporting their mother-in-law. Earners in the income bracket of 1 million KRW/month showed low burden levels, where as those in the income bracket of 3 million KRW/month or higher and 990,000 KRW/month or lower felt, surprisingly, higher levels of burden.
Based on the above findings, this research presents the following methods for the facilitation of burdens felt by caregiver :
1. Support systems are needed.In other words, such financial support systems as tax credits for supporters of the elderly, financial support for the elderly, allowance for supporters, recognition of joint ownership of assets, extended inheritance and equity for the supporter, and paid holidays for supporters should be implemented.
2. Stress management training programs to alleviate burdens of support are needed. Hence, programs like self-asserted training or cognitive restructuring, muscle relaxation, imaging therapy, et cetera should be run as training methods aimed at managing stress in supporting the elderly.
3. Educational training for the supporter is needed to resolve issues rising from the society's transformation into nuclear families and the attenuated respect for the elderly and sense of responsibilities for the elderly. Future and current supporters of the elderly are the targets for the training, which will include the elderly's psychological, social, and physical characteristics and aging, caring for the elderly, symptoms of ailments, et cetera.
4. Leisure and volunteer services programs for the elderly need to be further activated to reduce psychological and social burdens of caregiver
5. Senior employment policies are needed to help the supporter's financial burden.
When recognizing burden, it is important to not only consider the burden felt by those supporting the elderly, but also the psychological burden felt by the elderly as well. Systematic support in addition to practical, academic, and financial forms of support should be sought after in order to realize burden reduction plans for caregiver of the elderly come true.
