1. Introduction
1.1 Problem Statement
These days, ‘Kimpo’ and ‘Songpa’ new city development in the capital region is becoming a hot issue. These second new town development will be different from the first developments which are the ‘Ilsan’ and ‘bundang’ new town development in 90s. Government anounced the second new town development will be self-sufficient, environmentally friendly and have regional characters. But some specialists worry about that the second new town development accelerate population concentration of the capital region, unbalanced development of the country and follow the first new town development problems.
If the new town development is inevitable to provide housing, what kind of new city development is possible to be sustain?
1.2 Concept of new town
`The new town` was used with the effective means to relax the overcrowding and to promote development in falling behind area in the metropolis. Therefore Mean of `The new town` was magnified from narrow scope ‘the Ideal Type of New Urban Settlement’ in Great Britain to ‘New Urban Settlements’ which includes the various settlement space in many other country experience.
In Case of Korea, there is concept of the settlement form which is various and with the concept which corresponds to a new city settlement space. People used to use the term ‘sindosi’, ‘sinsigagi’ and ‘danji’ instead of ‘new town’.
In this paper, ‘new town’ is defined as below sentences.
