Abstract
공적개발원조(ODA: Official Development Assistance)란 정부를 비롯한 공공기관이 개발도상국의 경제발전과 사회복지 증진을 목표로 제공하는 원조를 의미한다. 다양한 형태의 해외 원조가 이루어지면서 sustainable development에 대한 논의가 발생했으며, 내실 있는 경제 발전을 위한 폭넓은 주제를 다루며 ODA의 판도에 변화를 주고 있다. 공여국들이 행하는 ODA의 목적은 크게 이타적, 실지적, 외교·안보로 나누어볼 수 있으며, 한국은 국제 개발원조 규범을 따르려는 노력과 더불어 실리적 측면을 겸하는 접근을 취하는 국가로 분류할 수 있다. 한국은 단 기간에 빠른 경제 성장을 이룰 수 있었던 것에는 ODA 수여국으로써 많은 지원을 받았던 덕이 크며, 특히 전쟁 후 재건 시기에 한국은 해외 원조에 ownership과 적극적인 태도를 가지고 있었다. 이러한 맥락에서 공여국가 중심의 ODA 구조는 수여국의 자생적인 발전 구조 형성을 위해 바뀌어야 하며, 수원국 또한 sustainable development를 위해 ODA 과정에 하나의 주체로써 참여해야 한다. 한국은 수원국에서 공여국으로 성장한 역사를 기억하고 개발도상국과 선진국을 연결하는 교량의 역할을 할 수 있도록 변화하는 시대에 맞추어 가야 한다.
