Abstract

한국어 초록

한국 사회의 급속한 고령화로 인해 여러 가지 발생하는 문제 중 노인범죄의 증가라는 현상이 최근 들어 두드러지게 나타나고 있다. 이러한 노인범죄는 신체적인 노화와 정서적인 소외를 경험하면서 사회적인 활동이 점차 감소되는 60세 이상의 노인이 저지르는 범죄를 의미하고 있다. 이러한 노인범죄는 2000년대 들어와 급격하게 증가하고 있으며, 그 비중이 점점 증가하고 있다. 특히 71세 이상의 고고령 범죄자가 증가하는 특징을 가지고 있다. 본 연구에서 노인범죄의 특성으로는 노인범죄는 인구구조의 변화에 따라서 변화하는 모습을 보여주고 있으며 노인범죄의 유형은 형법범과 특별법범이 나란히 증가세를 보여주는 것으로 나타났다. 노인범죄의 특징을 유형별로 살펴보면 강력범죄는 전체 노인범죄에서 차지하는 비율은 낮으나 그 빈도는 높게 증가하고 있고 재산범죄는 전체 노인범죄 중 가장 높은 비율을 차지하고 있으며 노인생활에서 가계의 소득, 금전적인 부족의 문제가 노인범죄로 이어지는 것을 보여준다. 폭행범죄는 빈도는 높지 않으나 노년기 이상심리인 공격성이나 경직성에서 그 상관관계를 연관 지을 수 있고 풍속범죄는 주로 도박과 복표에 관련된 범죄의 수가 빈도가 높은 것으로 나타났으며 노인여가의 문제와 직결된다고 할 수 있다. 따라서 이러한 노인범죄에 대하여 특정 범죄를 지목하여 조사하는 형태를 벗어나, 노인범죄의 전반적인 내용에 대해서 살펴보고 문제점을 해결하기 위하여 거시적 관점에서 노 인범죄를 살펴보았다. 현대 노인 범죄에 대한 해결방법으로는 첫 번째, 노인범 죄에 있어서 노인의 범죄 행위 자체를 다른 연령층에서 일어나는 범죄와 다르게 간주해서는 안 된다. 노인이 행했기’ 때문에 노인범죄를 편향된 시각으로 보는 것은 잘못된 것이며 노인범죄에 대한 명확한 기준이 필요하고 이에 대한 교정 복지적 대응도 필요하다. 두 번째, 노인범죄에 대한 예방차원의 정책적 접근이 필요하다. 상술한 노인범죄의 특성들을 바탕으로 예방차원의 정책 마련이 필요 하면 실효성 있는 정책방안이 제지되어야 한다.

영어 초록

Among many problems generated by a rapidly aging society in Korea, the increase and seriousness of elderly crime is apparent nowadays. Elderly crimes refer to crimes which are committed by elderly people who are over sixty years of age and are experiencing physical aging, emotional isolation and whose social activities are progressively decreasing.
The number of elderly crimes has rapidly increased since the 2000s, and it has been gradually important. Especially, this elderly crime is characterized by the increasing number of those criminals who are 71 years old or older.
Meantime, it is true that even though Policemen have been discussing constantly on operations such as systematic modifications to improve the professionalism of Information Police development directions towards open information but the results didn't reach the required level.
With Ubiquitous Ages welcomed, the sharp changes like tremendous amount of information is conveyed and the like are undergone but the training for strengthening Information Police capacity etc. Because the local police agency is established and trying to find the ways to promote Information Police specifications and professionalism by establishing the systematic and professional educational environment.
The various ways to improve policemen's satisfaction is also considered despite of the difficulties to act due to the lack of equipments, the study of improving ways for eliminating blind spots, and improving comprehensive capacity because of the deficiency of professionalism by the lack of human force and so on, aging, especially, and the budget constraint.
As for study objectives, it is impossible to improve all problems in short time at once but it will be the ways to improve the capacity of Information Police. And the feasible cases should be proceeded first and as for the cases which needs time, only to establish the plans itself will be the way to enhance the Information Police capacity.
On the other hands, the capacity of Information Police is eagerly required at the moment when the nationwide stir affects serious impacts on the interdependent relation between international countries because of American economic crisis. More studies to intensify the ways of Information Police's morale enhancement will be needed as the above-mentioned in order for nations and people to be rich and abundant Information Police need dynamic attitude and mind for profound information activities and social conflicts management arbitration over the whole national works.
