Abstract

한국어 초록

본 연구는 해방 이후의 한국사학정책의 역사적 맥락과 시대적 상황, 그리고 각 시기의 주요 사
학정책의 내용과 이러한 정책이 등장한 배경 및 동인을 분석하여, 사학정책변동의 요인과 특징, 문
제점 등을 파악해보고 향후 바람직한 사학정책변동을 위한 시사점과 대안들을 모색하는데 목적이
있다.
구체적으로 본 연구문제는 첫째, 시기별로 사학정책의 내용 및 특징이 무엇인가, 둘째, 시기별
로 사학 정책의 동인은 무엇인가를 설정하였다. 연구 결과 한국 사학정책 변천 동인의 역사적 맥
락과 변천과정에서 나타난 특징으로, 한국사학정책의 변천 동인에 있어서 가장 큰 요인은 정치의
흐름에서 발견할 수 있었다. 정권 교체에 따른 새로운 정부의 출범은 사학문제에 대한 인식과 대
안 형성에 영향을 주었다. 새로운 통치이념에 따라 문제 인식과 정의가 달라질 수 있으며, 그에 따
른 해결책도 바뀌게 되는 것이다. 의회 지배세력의 교체나 정치지형 변화는 사학정책변천 동인에
있어서 가장 큰 영향 요인이었다.
본 연구의 목적을 달성하기 위하여 문헌검토를 통해 한국사학정책의 변천과정을 시대별로, 사
학 정책의 기조와 특징에 따라 1) 사학 설립이 개방되고 자율화되었던 ‘자유방임기’(1945~1960년),
2) 사학정비와 통제정책이 추진된 ‘통제기’(1961~1980년), 3) 사학 지원과 국가통제가 병행된 ‘통제
조성기’(1980년대), 4) 사학의 다양성을 추구하기 시작한 ‘조성 자율화기’(1990년대), 5) 각종 교육개
혁 추진을 제시한 ‘신통제기’(2003~2007년), 6) 실용주의, 자유주의, 경쟁, 다양화의 가치를 내세우는
‘자율통제기’(2008년~현재) 등으로 나누어 정리하였다.

영어 초록

The objectives of this study were to analyze the historical context and situation of
Korean private school policies after the liberation, the contents of major private school
policies in each period and the background and drives for the emergence of such
policies, and by doing so, to identify factors, characteristics and problems related to the
change of private school policies and to find implications and alternatives for the
desirable development of private school policies in the future.
Specifically, this study attempted to answer, first, what contents and characteristics
private school policies had in each period, and second, what the drives for private
school policies were in each period. According to the results of this study, characteristics
observed in the historical context and development of Korean private school policies and
the biggest drives for change in the policies were found in political transitions. That is,
the launch of a new government after the change of regime had a significant influence
on people’s perception of private schools and the formation of alternatives. Problems
related to private schools may be perceived and defined differently according to the
governing ideology, and consequently, solutions also change. The shift of the majority
party in the National Assembly or the transition of political topography has been the
most influential factor that induced changes in private school policies.
For these objectives, we performed literature review and divided the history of
Korean private school policies according to the basic direction and characteristics into: 1)
‘the noninterference period’ (1945~1960) when the opening of private schools was
liberalized and autonomous; 2) ‘the control period’(1961~1980) when private school
improvement and control policies were promoted; 3) ‘the control and promotion
period’(1980s) when the government supported and controlled private schools at the same time; 4) ‘the promotion and autonomy period’(1990s) when private schools began
to be diversified; 5) ‘the new control period’(2003~2007) when various educational
reforms were promoted; and 6) ‘the autonomous control period’(2008~present) when
values such as pragmatism, liberalism, competition and diversity were raised.
