한국어 초록

6.25전쟁이 끝난지 65년의 세월이 흘렀지만 남북 분단 상황에서 상시적으로 안보
위협을 받고 있는 한국으로서는 유엔 참전국가와 참전용사들의 공훈에 감사하고 보
답함으로써 참전국과의 우호관계를 더욱 돈독히 하는 보훈외교 강화에 역점을 두어
야 마땅하다. 따라서 본 연구는 참전국과의 혈맹관계를 미래협력의 동반관계로 발전
시킴은 물론 대한민국의 국격과 이미지 제고에 귀중한 외교적 자산인 보훈외교의 당
위성과 함의를 찾아보고, 보훈외교 차원에서 수행되는 사업들에 대한 정책진단을 통
해 향후 보훈외교의 미래지향적 정책 방향성을 모색하였다. 첫째, 참전국과 참전용사
에 대한 감사행사 지속과 공훈선양 확대를 위해 3세대 중심의 세대를 이어가는 보훈
외교 패러다임의 전환이 필요하다. 둘째, 유엔군 참전용사의 명예선양 방안으로 참전
용사 인명록 헌정, 공적 발굴 및 포상 확대, 참전기록 디지털 아카이브 구축 확대, 참
전유공자 지정 등을 제시하였다. 셋째, 참전을 매개로 한 3세대 중심의 연계체계 구축
방안으로 참전 후손 초청행사 확대, 산업연수 기회 우선 부여, 참전용사 후손 장학사
업 확대 등을 제시하였다. 넷째, 참전국과 지속적인 국제교류협력 방안으로 국제보훈
워크숍을 통한 실무적 정책공유 강화, 참전국 보훈부와 상호 직무교류 프로그램 운영,
참전단체 간 국제교류협력사업 지원 등을 제시하였다. 다섯째, 보훈외교의 정책추진기
반 조성을 위해 보훈외교사업의 대상국가, 행정대상, 사업영역 측면에서 외연의 확대
와 보훈외교사업 추진을 위한 업무․조직 역량 강화방안을 제시하였다.

영어 초록

It has been 65 years since the end of the Korean War, but Korea is still under
constant security threats. Therefore, it is necessary for Korea to thank and repay
the UN forces and veterans who served in the war to solidify further friendly
relations with allied countries and focus on improving veteran diplomacy. Thus,
the purpose of this study is to develop the blood alliances with allies of the
Korean War into partnerships for future cooperation, while examining the
appropriateness and implications of veteran diplomacy, which is a valuable
diplomatic asset for improving the national status and image of the Republic of
Korea, and also searching for future-oriented policy directions of future veteran
diplomacy through policy diagnoses on projects being carried out for veteran
diplomacy. First, in order to continue gratitude events for allied forces and
veterans and to exalt their distinguished services, a paradigm shift in veteran
diplomacy that continues onto the third generation is necessary. Second, as ways
to honor the UN forces veterans, dedication of a list of veterans, finding
distinguished services and increasing rewards, extended construction of digital
archives for war records, and designation of distinguished veterans were proposed.
Third, as plans for constructing the third-generation oriented systems based on
war veterans, increased invitational events for descendents of veterans, preferential
industrial training opportunities, and increased scholarship programs for
descendents of veterans were proposed. Fourth, as plans for continuous
international exchange and cooperation with allied countries, strengthening
working-level policy sharing through international veteran workshops, operation of
ally veteran offices and mutual work exchange programs, and support for
international exchange and cooperation projects among allied countries were
proposed. Fifth, in order to establish a policy pursuance basis for veteran
diplomacy, plans to strengthen organizational tasks and capacities to pursue
veteran diplomacy projects and expand denotation for target countries, target
administrations and business fields of veteran diplomacy projects were presented.
