ABSTRACT

한국어 초록

글로벌시대의 세계적 환경 변화는 상호의존적인 경제 활동을 창출하며 상거래를 확대할 뿐 아니라 보다 밀접하고 폭넓은 사회적 관계를 요구하고 있다. 우리나라 역시 그동안 국가주도의 복지공급과 확대에 대해 복지축소로 대응하면서 민간의 역할과 중요성을 강조하는 사회적 환경에 따라 사회적 기업과 마을기업이라는 새로운 복지 대응 조직을 탄생시켰다. 마을기업과 마을공동체 사업은 복합적 빈곤을 안고 있는 지역 주민 한 사람 한 사람이 스스로의 힘으로 살아갈 힘과 자기표현 능력을 몸에 익히는 개인의 임파워먼트(Empowerment)와 지역사회 전체에 활력을 주는 커뮤니티 임파워먼트를 실현하는 사업이라 할 수 있다.최근 정치권에서 경제의 민주화 화두는 시장경제의 양극화와 신빈곤층의 확산으로 인적자본의 투자가 요구되고 있는 것으로 분석할 수 있다. 사회적 기반에 의한 사회적 투자는 사회적 자본을 활용하는 것이 우선되어야 하는데, 사회적 기업 및 마을기업 그리고 지자체의 특성화 사업으로 마을공동체기업이 활성화 되도록 정부의 정책적 지원이 강화되어야 한다. 특히 여성 등 저소득층 고용취약계층에게 적합한 일자리를 제공함으로써 서민생활 안정 및 경제활동 참여 기회를 대폭 확대하여야 한다. 이러한 사회정책적 접근을 통해 사회적 기업 및 마을기업은 사회서비스분야에서 선도적으로 인사․노무역량이 강화되고 사회서비스 품질을 높이는 모델로서 지속가능한 대안으로 자리잡게 될 것이다.사회적 기업이 짧은 역사적 한계성을 가지고 있다는 우리의 현실을 직시할 때 사회적 기업의 모델을 잘 선정하여 방향성을 잡는 것이 중요하다. 시장성이 강한 미국적 방향과 노동통합이나 공공성, 그리고 사회서비스의 제공방향으로 가닥을 잡고 있는 유럽의 경향을 타진하여 우리나라에 적합한 사회적 기업 및 마을기업, 마을공동체기업으로 성장 발전하여야 할 것이다. 특히 사회적 성과개선 차원에서 취약계층 일자리 제고와 법정 최저한도 임금 등 보장 소득수준이 낮아 자활이 어려운 기초수급자의 권리 보장과 제도적 보안이 시급하다. 경제적 성과 개선 차원에서 높은 원가구조를 개선하고, 취약계층의 고용을 확대하기 위한 제도적 지원이 요구된다. 사회적 기업을 위한 정부사업의 우선권, 정책지원 및 투자 유도 활성화와 제도권 금융 접근가능성 등 사회적 활성화 프로그램이 필요하다.또한 협동조합법의실시에 따라 '사회적협동조합'의 역사적 맥락과 일찍이 진행되고 있는 사례를 통해 사회적 협동조합이 가져오게 될 변화를 고려하여 정부가 협동조합을 직접적으로 지원하면 초기에 빨리 활성화시킬 수는 있으나, 자립이라는 협동조합의 근본정신이 흐려질 우려가 있어 간접적이고 제도적인 지원의 필요성을 강조할 필요가 있다. 따라서 사회적 기업 및 마을공동체 사업과 더불어 전국 각 권역별로 협동조합홍보컨설팅센터를 설립해서 협동조합을 알리는 교육홍보와 컨설팅 사업을 지원 등의 방안이 논의되어야 한다. 사회적 경제는 아직은 우리에게 익숙한 개념이 아니지만, 앞으로 한국사회가 새로운 사회적 경제체제를 만들어 가는데 반드시 필요한 부분이며 사회적 경제는 네트워크화를 통한 지역공동체 결합이라 할 수 있다. 따라서 지역 내에서 주민들이 참여하는 의료협동조합, 어린이집협동조합, 주택협동조합, 돌봄서비스협동조합 등이 만들어져야 하며 기존의 사회서비스제도를 더욱 확대하여야 할 것이다.

영어 초록

A globally environmental change in global era creates interdependent economic activity and is demanding the closer and broader social relationship as well as expansion in business transaction. With counteracting the welfare supply and expansion initiated by a country by using reduction of welfare in the meantime, even our country made it born for new welfare counteracting organization dubbed social enterprise and village enterprise according to social environment, which emphasizes role and importance of the private. Village enterprise and community-based business can be said to be the one that realizes the community empowerment, which gives vitality to the whole community, along with an individual's empowerment in which each of local residents with complex poverty learns power, which will proceed with living independently, and the self-expression ability. The recent topic of conversation about democratization of economy in the political circles can be analyzed to be demanded investment in human capital owing to the polarization in market economy and the expansion in the new poor strata. Social investment according to the social foundation needs to be prioritized what utilizes social capital. Still, the government's policy-based support needs to be reinforced so that the community-based business can be activated as social enterprise, village enterprise, and a specialized program in local government. Especially, there is a need of sharply expanding the stability in common people's life and an opportunity of participating in economic activity by offering proper job for the low income brackets and the employment disadvantaged groups with low income such as women. As the social enterprise and village enterprise through this social and political approach is a model of strengthening personnel and labor competence initiatively in the social service field and of increasing quality of social service, it will come to be positioned as a sustainable alternative plan. Squarely looking our reality as saying of having shortly historical limitation, it is important to fix directionality by well selecting a model of social enterprise. There will be a need of being grown and developed into social enterprise, village enterprise, and community-based business suitable for our country by tapping the European tendency, which proceeds with having a strand into the direction of offering the work integration, publicity, and social service, in addition to American-styled direction with strong marketability. Especially in the dimension of improving social performance, it is imminent to reinforce job of vulnerable classes, to secure the legally minimum wage, to guarantee a right of basic beneficiaries with difficult rehabilitation due to low income level, and to supplement institutionally. In the dimension of improving economic performance, an institutional support is demanded for enhancing high cost structure and for expanding employment in vulnerable brackets. A social activation program is needed such as the priority of the governmental program for social enterprise, the policy-based support, the activation of inducing investment, and the accessibility to institutional finance. It can be activated quickly in the beginning if the government directly supports cooperative association in consideration of a change about which the social cooperative association will come to bring, through a case of being progressed early in addition to historical context of 'social cooperative association' according to the execution of the cooperative association law. However, there is a concern about being likely tarnished the fundamental spirit of cooperative association dubbed self-reliance. Thus, there is a need of emphasizing necessity of indirect and institutional support. Accordingly, a plan needs to be discussed such as a support for educational publicity and a consulting program of letting cooperative association be known by establishing a publicity consulting center for cooperative association by each zone nationwide along with the social enterprise and community-based business. Social economy is not a concept with which we are familiar yet, but is a part that is certainly necessary for which Korean society proceeds with making newly social economic system. Social economy can be said to be combination of community through network. Accordingly, there is a need of being made the medical cooperatives, the child care center cooperatives, the housing cooperatives, and the caring service cooperatives in which residents within community participate. The existing social service system will need to be further expanded.
