본 연구는 전통무술의 메카로 자리 잡고 세계무술의 중심지인 충주에서 개최되는 충주세계무술축제 참여자들의 행복 추구와만족도 향상을 위한 문제점과 활성화 방안을 모색하고자 한다. 먼저 충주세계무술축제가 가지고 있는 문제점은 첫째, 무술관련 프로그램보다 문화공연이 많다, 둘째, 행정인력배치의 문제, 셋째, 시내 상가의 공동화 현상, 넷째, 체계적 홍보 미흡, 다섯째, 전문인력양성 부재, 여섯째, 행사기간의 효율성 부족으로 판단된다. 앞서 제시한 문제점을 해결하고 충주세계무술축제의 성공적 발전을 위한 활성화 방안은 다음과 같다. 첫째, 충주세계무술축제만의 차별성과 독창성을 살려 어디를 가더라도 볼 수 없는 축제로 만들어야 할 것이다. 둘째, 충주세계무술축제는 개최 목적과 취지를 토대로 심도 있는 기획이 선행되어야 할 것이다. 셋째, 충주세계무술축제는 축제 관련 및 전통 무술관련 전문 인력이 필요하다. 넷째, 충주세계무술축제에 외래 관광객 수용태세가 미흡하다. 다섯째, 충주세계무술축제의 개최 시기를 조정할 필요가 있다. 여섯째, 충주세계무술축제의 규모의 적정화를 조정할 필요가 있다. 일곱번째, 충주세계무술축제를 알리기 위한 홍보에 더욱 신경써야한다. 여덟번째, 충주세계무술축제 추진위원회의 역할 및 기능을점검할 필요가 있다. 아홉 번째, 축제 주변과 도시문화권의 연계방안이 필요하다. 이러한 것들을 지방자치단체나 조직위원회에서는 새로운 변화된 충주세계무술축제를 통하여 지역경제는 물론 관광객들의 다시 찾는 충주로 변화시킨다면 그 시너지 효과는 극대화 될 것이며, 국내뿐만 아니라 세계인 가슴속에 전할 수 있게 될 것이다. 이를 위해 위에서 언급한 문제점과 활성화방안에 대하여 효율적으로 활용되기를 기대한다.

영어 초록

This study looked into problems with the Chungju World Martial Arts Festival held in Chungju, which has been rising asa new mecca of the world's traditional martial arts as the center of global martial arts community, and searched for ways tovitalize the festival. The research efforts led to the following findings: The festival has six problems including more culturalperformances than martial arts programs at the festival, problem with the deployment of administrative staff, cavitation of thedowntown commercial districts, lack of systematic promotions, absence of professional staff, and lack of efficiency in the eventperiod. The study then proposed the following measures to help to solve those problems, promote the successful growth ofthe festival, and vitalize it: First, the festival should have its own differentiation and originality that cannot be found in anyother festivals; second, there should be in-depth planning for the festival based on its purposes and purports; third, the festivalshould secure professional staff in the fields of festival and traditional martial arts; fourth, the festival should make enough preparations to attract foreign tourists; fifth, there is a need to change the festival period; sixth, the size of the festival shouldbe adjusted to a proper level; seventh, more attention should be paid to its promotions; eighth, there is a need to review theroles and functions of the promotion committee; and finally, there should be some plans to connect the festival to the city'scultural zones. If those changes are successfully implemented to revitalize the local economy and attract more tourists toChungju through the festival, their synergy effects will be maximized with the festival leaving profound impressions on theworld as well as on the nation. The vitalization plans proposed in the study to solve the problems will be hopefully put toefficient use.
