본 논문은 장애아동의 발달적 측면에서 중요하게 고려되어야 할 조기발견 및 조기개입, 재활치료,의료지원 관련 현황 및 문제점을 살펴보고, 이를 바탕으로 정책적 방안을 모색하는 것에 주요 목적이
있다. 이를 위하여 선행연구 검토, 관련 법령 및 정책에 대한 주요 현황을 고찰하였고 도출한 결과는
다음과 같다. 첫째, 장애아동의 조기발견과 조기 개입은 장애예방 및 이후 발생할 수 있는 문제점을
최소화하는데 중요한 역할을 함에도 불구하고 관련사업의 홍보 부족, 선별 및 진단도구의 미비 등으
로 활성화되고 있지 못하다. 따라서 장애아동의 조기발견과 조기개입을 위해서는 정기적인 영유아건
강검진 사업의 확장, 조기발견과 조기개입의 중요성에 대한 부모교육 활성화, 적절한 진단도구의 개발
등이 이루어져야 할 것이다. 둘째, 장애아동의 재활치료에 대한 수요가 증가하고 있음에도 불구하고
이에 대한 일관되지 못한 법적, 제도적 지침은 재활치료의 제공을 제한시키고 있다. 따라서 재활치료
에 대한 명확한 개념을 규정할 필요가 있으며, 이와 함께 재활치료의 지원 기준 및 방법의 재고찰, 전
문 인력의 자격기준 강화 등을 통해 장애아동에게 양질의 재활치료 서비스가 제공될 수 있도록 노력
해야 할 것이다. 마지막으로 장애아동은 장애뿐 아니라 다양한 건강상의 문제를 지니고 있는 경우가
많아 의료적 지원이 요구됨에도 불구하고 대부분의 부담이 가족에게로 전가되고 있다. 이에 의료비
지원강화 및 의료보장의 확대가 요구되며, 특히 구강보건과 관련한 지원체계가 절실히 필요하다.
영어 초록
The present study aims to explore current situations of health care and therapy services fordisabled children and draw some policy implications from the perspective of the child’s normal
development. Previous research, related laws and services were examined and findings from the
information were as followed. First, it has been widely acknowledged that screening and early
intervention are critical to prevent disabilities and minimize additional problems. However, they have
not accomplished their roles. It is partly due to a lack of public awareness and instruments for
screening and assessment of young children. As a result, it is important to encourage regular medical
examination for infants and young children and to develop appropriate instruments for screening and
assessments. Second, although the needs of children with disabilities for therapy services have been
widely acknowledged, inconsistent legal and governmental guidelines hinder them from receiving
relevant and timely services. It suggests to rethink the concepts of therapy service and eligibility
criteria for receiving the service, and to enhance qualification standards for service providers. Finally,
it is well known that disabled children are likely to encounter complex health problems due to their
disabilities and thus need relevant health care and medical services. However, their families generally
cover all the expenses for medical treatment and health services and they experience extreme financial
burden. It suggests governmental supports for medical treatment and services should be expanded in
order to fulfill the children’s special needs and alleviate their family’s burden.
