Abstract

한국어 초록

메가 스포츠 이벤트는 흔히 한 국가의 국력을 평가하는 기준으로서 사용되기도 한다. 한국은 평창 동계올림픽을 유치함으로써 국제적인 4대 스포츠 행사를 모두 유치한 국가가 되었다. 동계올림픽이 흔히 선진국들의 잔치라고 불린다는 점을 감안한다면, 평창 동계올림픽은 그로 인한 경제적 효과 및 국가브랜드 상승효과와 더불어 대한민국의 선진국 진입을 전 세계에 널리 알리는 기회로 작동할 수 있을 것이다. 스포츠는 표방하고 있는 탈정치성으로 인하여 오히려 그 정치설이 더욱 부각되어지곤 한다. 이는 스포츠가 효과적인 정치·외교적 사용이 피할 수 없는 현실이라면, 이들 간의 관계를 단절시키는 것이 아니라 개입의 적정 수준과 합리적 개입 방식을 모색하는데서 해결책을 찾아야 할 것이다. 본고에서는 이와 같은 문제의식 하에 한국 스포츠외교의 현황을 점검하고, 한국 스포츠외교의 발전을 위해서는 한국 복합외교와의 수렴 혹은 공존의 모색 속에서 국가목표와의 정합성을 확보해야 하며, 이를 위한 실천적 방안으로서 스포츠외교 전문기구의 수립이 필요함을 제시하고 있다.

영어 초록

Mega sports events are generally used as a tool for measuring the power of a state. Korea has become the grand slammer of the sports world through the success of hosting 4 major mega sports events. Considering that the Winter Olympic Game is regarded as the exclusive property of the advanced countries, Pyongchang Winter Olympic Game will act as a chance for Korea to announce the world that it has stepped into the group of advanced countries as well as a lot of economic benefits and the increase of national brand image. Though sports have always claimed to advocate neutrality in politics, it has been used politically by the very characteristics of apolitcalness. This in turn makes the sports work as a very effective politico-diplomatic tool. In a globalized world of today, sports can be used as a very effective tool for increasing the national brand image of a state by improving the favor of the public toward the state. Mega sports events are used as a place where every state competes for that purpose. Acknowledging the characteristics of sports as a politico-diplomatic tool, this article tries to find a better way of connecting the relations between the sports and politics and diplomacy. In this context, this article aims to explore the current status of Korea's sports diplomacy and search for the directivity toward which the sports diplomacy should march. In conclusion, this article suggests that Korea's sports diplomacy should pursue coexistence or convergence with the complex diplomacy which is the motto of today's Korean diplomacy, that secure the conformity to Korea's national goals, and that specialized institutions for sports diplomacy should be established as a practical method to fulfill the goal.
