21세기를 앞두고 한국은 저성장과 실업의 증가라는 위기를 경험하였고, 이에 대응할 다양한 사회복지제도의 정비가 진행되고 있다. 이와 함께 정부조직 개편과 지방자치단체 구조조정 과정에서 정부는 읍‧면‧동사무소의 기능을 전환하기로 하여 '주민자치센터' 시범사업을 진행하는 등 복지전달체계 개편도 새로운 양상으로 전개되고 있다. 80년대 중반이후부터 복지전담기구의 설치 필요성이 제기되어 왔으며, ’95년부터 실시된 보건복지사무소 시범사업을 전환점으로 하여 복지전달체계 개편의 움직임이 지속되어 왔다. 전국 5개 지역에서 실시되고 있는 보건복지사무소 시범사업은 복지업무 수행의 효율성 및 서비스 제공의 효과성이 제고되었으나, 주민접근성의 문제가 나타났고 보건‧복지서비스의 연계 및 통합이라는 목표와 관련된 성과는 미흡했던 것으로 평가되고 있다. 이 글에서는 현행 공공복지 전달체계의 현황과 문제점을 근거로 하고, 보건복지사무소 시범사업의 성과를 반영한 공공 지역복지 전달체계 개선방안을 모색하고자 하였다. 이에 복지전달체계의 개편은 보건‧복지 수요자에 대한 서비스 제공의 전문성, 통합성, 접근성, 효율성이 우선적으로 고려되도록 하고, 이용자를 위한 일회방문서비스(one-stop services), 고용ꠏ사회보험ꠏ문화‧정보ꠏ보건‧복지가 상호연계된 효율적 서비스, 부처별 중복업무의 조정을 통한 정책효율성의 제고 등을 목표로 하여, ｢주민복지센터｣ 설치를 제안하였다. 전달체계의 개선은 기본 모형을 바탕으로, 지방자치단체가 각 지역의 특성을 고려하여 자율적으로 운영하도록 한다. 1단계로는 현행 보건소 및 시‧군‧구 사회복지과 관할의 ｢주민복지센터｣를 설치하여 소규모 지역단위에서 보건‧복지 연계서비스의 거점을 확보하도록 하고, 2단계로는 ｢보건복지사무소｣를 시‧군‧구 단위에 확대‧설치하도록 한다. 주민복지센터를 통한 방문보건복지사업을 중심으로 보건 및 복지서비스 모두 내용이 더욱 개발되고 영역이 확대되면, 행정조직 통합에 대한 필요가 증대될 것으로 보인다.

영어 초록

Various social welfare systems are being continuously prepared in response to the economic crisis and increase in unemployment. In the process of reform of the government and restructuring of local government, the government is transforming the function of local offices. In the late 1980's, it was realized that establishing a 'system with whole responsibility for welfare' was necessary. Since then, the demonstration project of the health and welfare office was initiated in 1995 and continuous efforts have been made to reorganize the welfare delivery system. It was evaluated that the demonstration project of the health and welfare office was efficient in carrying out its welfare related tasks and was also effective in providing services. At the same time, however, it was found that residents had problems in accessibility and results in linkage and integration of health and welfare services were insufficient. This study focuses on the design of plans to improve the public community welfare delivery system, taking into account the results of the demonstration project of the health and welfare office, based on the present status of and problems in the public welfare delivery system. The welfare delivery system should prioritize speciality, integration, and efficiency of service provision for the consumer. A Community Center was also established, which is aimed at increasing efficiency in policy through one-stop service for the client, mutual links among employment, social insurance, cultural event, information, health and welfare, and the restructuring of overlapping tasks in different divisions. Improvement of the delivery system should be based on the model program and should be operated autonomously taking into account the characteristics of each local government. The first step is to secure links between health and welfare services by establishing Community Centers, under the social welfare department of each county. The second is expanding Health & Welfare Offices to the county level. After all health & welfare services are developed and the scope is expanded, with focus on the home visiting service at Community Centers, administrative organization will need to be integrated.
