The thesis is concerned with security cooperation in the Strait of Malacca. It investigates the existing cooperation between the littoral states of Malaysia, Indonesia and Singapore. At the same time, it also addresses the collaboration between the littoral states and user states (namely the United States, Japan and China). The question of foreign influences in the Strait of Malacca, particularly after the incident of 9/11, is also explored. The objective of this thesis is to examine the reasons why bilateral measures were supplemented by multilateral cooperation between the littoral states and the user states. Hence, it addresses to which extent the littoral states are able to maintain their independence from outside influences in terms of security cooperation.Since the incident of 9/11, security cooperation among the littoral states has been enhanced. What is interesting is that these littoral states also acknowledge that they need assistance from foreign sources. Consequently, since 9/11 and the ‘War on Terror’, the littoral states have collaborated actively with the user states in maintaining the security of the Strait of Malacca. Initiatives such as Malaysia, Indonesia, Singapore Surface Patrols (MSSP) and Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships (ReCAAP) reflect the cooperation between the user states and littoral states. However, the littoral states are still cautious in cooperating with the user states due to sovereignty issues. As such, the question of security in the Strait of Malacca still revolves mostly around unilateral measures taken by the littoral states.
