When comparing potentials, copper can reduce oxygen. In other words, oxygen and water can oxidize copper into copper ions. At this time, NaCl makes the current flow better and plays a major role in ion formation. Water is much more conductive when ions are dissolved and rust formation is accelerated. Compared to the N_2 atmosphere, copper corrodes further in the O_2 atmosphere because redox reactions were already being made without electrolytes.
