Relevance Analysis on House of Commons Debate
This essay focuses on analyzing the House of Commons debate on a budget plan which was held on June 13, 2011. This analysis consults Douglas Walton’s Relevance in Argumentation.
The House of Commons debate is a political debate which consists of its own institutional rules. One of which is that when a member refers to another in parliament, he or she is required to refer the person as honourable member for the place where that member is elected. For example, when the speaker refers to Andrew Cash from Davenport, the speaker calls him “honourable member for Davenport” instead of calling him Mr. Andrew Cash or Mr. Cash (239). Such rule is strictly held that when a member does not follow the procedural rule, the speaker stops the member to correct. For instance, Parm Gill mentions Prime Minister by his name in his speech that the speaker orders him to follow the rule (279). The speaker says
