본 연구에서는 현 대학입학 기회배분의 주류적 모델인 ‘시장자유주의적’ 공정성 모델의한계를 살펴보고, Rawls의 민주적 평등주의와 Karabel의 메리트 유형(능력주의와 비능력주
의)에 입각하여 대안적 공정성 모델을 탐색하였다. 대안적인 공정성 모델 구성의 기본적인
원칙은 첫째, 형식적 기회균등은 공정한 기회평등으로 대체되어야 하고, 둘째, 공정한 기회
평등 모델 하에서도 야기될 수밖에 없는 ‘결과불평등’은 차등의 원칙에 의해 규제되어야 한
다는 것이었다. 이러한 원칙하에 구성된 대안적 모델은 능력주의(학업능력 중시) + 공정한
기회평등 모델(Ⅰ)과 비능력주의(전인적 자질 중시) + 공정한 기회평등 모델(Ⅳ)이었다.
대학입학 기회평등의 공정성을 실현하기 위해 필요한 것은 단순히 기회균형전형이나 지역
균형 전형 등의 비중을 확대하는 것이 아니라, 모든 유형의 전형에서 공정한 기회평등이 실
현되어야 하며, 대학이 정의하는 메리트를 재고해야 한다는 것이다. 즉 일반전형을 포함한
모든 전형에 모델(Ⅰ)이나 모델(Ⅳ)이 적용되어야 한다는 것이다. 이를 위해서는 일반전형에
서 규정하는 메리트 정의 자체가 달라져야 한다. 일반전형에서는 학생들의 뛰어난 학업성적
이나 전인적 자질이 자신의 유리한 사회적, 경제적, 문화적 성장배경을 “자원”으로 활용하여
학업능력이나 전인적 자질을 계발한 결과라는 점이 도외시된다. 학업능력의 계발이나 전인
적 성장에 영향을 주는 다양한 사회적, 경제적, 문화적 성장배경을 고려하여 학생의 학업능
력이나 전인적 자질을 해석ㆍ평가해야만 기회평등의 공정성 원칙에 부합된다.
영어 초록
The purpose of this study is to examine limitation of current mainstream model of liberalmarket fairness of college opportunities allocation and to explore the alternative model on the
base of Rawls’democratic equalitarianism and Karabel’typology of merit(meritocracy and
non-meritocracy). The basic principle of an alternative justice model was that first, the formal
equality of opportunity should be replaced by fair equality of opportunity and that secondly,
‘results inequality’ which inevitably occurs even under fair equality of opportunity model,
should be regulated by the differential principle. The fairness models of equal distribution of
opportunity are organized according to the coupling method of the types. Alternative models
constructed under this principle are meritocracy + fair equality of opportunity model (Ⅰ) + fair
equality of opportunity and non-meritocracy model (Ⅳ).
It is argued in this paper that rather than simply expanding the proportion of the
opportunities admission and the regional admission, fair equality of opportunity should be
realized in all types of the admission and merit should be redefined in order to achieve fair
equality of opportunity. In other words, model (Ⅰ) or model (Ⅳ) is to be applied to any type,
including type of the regular admission. The possibility of the application is dependent on the
redefinition of merit in the regular admission. In the regular admission, it is neglected that
students’ excellent academic achievement is the result of developing an academic ability by
making use of their advantageous social, economic and cultural backgrounds as “resources.”It is
accord with the principle of fair equality of opportunity to interpret and evaluate the student's
academic ability or an all-round qualities by considering social, economic, cultural backgrounds
affecting the development of academic ability and holistic growth.
