한국어 초록

도덕과 교육에서 어떤 내용(덕)을 가르칠 것인가는 중요하다. 현대의 급격한 변화와 요구가 이
전과 다른 덕목을 필요로 한다. 도덕교육은 이런 사회의 변화와 요구를 적극적으로 수용할 필요
가 있다. 도덕교육은 시대의 요구를 현재까지 지속적으로 수용하여 왔다. 우리나라는 도덕교육이
세계적으로 요구되는 상황에도 불구하고, 오히려 2008년-2013년 정권은 학교의 도덕교육과 별도로
인성교육을 강조하였다. 그 때로부터 현재까지 도덕교육은 실제로 다르지 않지만 형식적으로 다
른 이름인 인성교육과 혼재하면서 혼란과 비효율성의 이중고를 겪고 있다. 이를 극복하고 도덕교
육을 전향적으로 실행하기 위하여 여기서는 도덕과 교육과정의 변천을 중심으로 시대에 적합한
도덕교육의 핵심역량으로서 덕목선정에 대하여 성찰하였다. 그 결과로 도덕교육을 실천하는 방안
을 세 가지로 제시하였다: 1)도덕교육이 시대적 변화와 요구를 적합하게 수용하는 것이다. 2)도덕
교육은 시대적 요구를 전향적으로 수용하면서, 고유한 도덕교육의 성공을 위해서 내용, 특히 도덕
적 덕목(핵심역량)을 심사숙고해서 결정해야 한다. 3)실천을 중시하는 도덕교육은 가장 이론적인
것(이론, 교수학습방법, 교재개발 방법의 연구)이 가장 실천적이란 것에 따라서 실행되어야 한다.

영어 초록

This paper is on the future and the characteristics of moral curriculum in the
moral point of view of key competencies. The moral virtues or the moral key
competencies as concepts are exchangeable in this paper. This article analyzes moral
curricula from 1945 to the present. I tried to analyze them in the moral point of
view and the key competencies. Our curricula have various moral contents. They
have virtues and values such as respect for life, peace, care, loyalty and so on.
Roughly speaking, moral curriculum presupposed four areas of life. They sustained
individual, family and neighbour, society, and state with slight change from the
early period until 2007. But there are a revolutionary change in the areas of life.
The 2007 revised national curriculum adds a new area which is the nature and the
transcendent area. This introduction has shaken the national moral curriculum. It
expands moral curriculum to transcendent beings. It has also include nature
protection and conservation.
DeSeCo has emphasized on 7 virtues as moral key competencies. They have
decided them as the results of analysis and synthesis of moral competencies in
modern point of views of key virtues and values. They are cooperation, tolerance,
respect for human rights, personalty, belief, loyalty and honesty. On the contrary,
our moral curriculum is more comprehensive than DeSeCo's moral key
competencies. They are respect, responsibility. justice, care, autonomy, sincerity,
temperance, respect for parents, good manners, abiding rules, patriotism, will to
reunification of two Koreas, love for mankind, love for nature, respect for life, peace
and so on. DeSeCo approaches 7 moral key competencies in terms of a successful Life and a well-functioning society. It means that those 7 virtues are more important
for 21st century society than any others. Thus 7 virtues are for a individual
successful life and a well-functioning society in the 21st century. It is based on the
functional point of view. It stresses individual's sucess in the society rather than the
essence of a traditional good man. As a knowledge society changes so fast in the
21st century, a man needs more morality than any other times. Moral education has
been a long tradition in Korea schools. On the other hand moral key competencies
focus on a moral man as well as an individual successful life and a well-functioning
society at the same time. In educating pupils for this purpose moral education has
to focus on the following points: 1)moral education should accept needs and
requirements of our society and times. 2)moral education should deliberately
determine the key(core) moral competencies as virtues. 3)moral practice should base
on the theory. Without a refined and sound theory practice in moral education can
not expect any effective, concrete and good results. For this teachers, professors and
administrators need to get together for developing learning and teaching methods
and theories.
