한국어 초록

초등교사 전문성의 바탕이자 핵심 개념으로서 초등교사의 국어능력을 정의하
고 초등교사의 국어능력의 요소로 교과수업운영 능력, 학급운영 및 지도 능력, 행
정업무 수행 능력을 제시하였다. 이 요소를 바탕으로 초등임용고시에서 초등교사
의 국어능력을 어떻게 반영하려 했는지 점검하고 미국 전문교사 기준을 위한 국가
위원회(NBPTS)의 자격시험에 대한 소개를 통해 경력 단계에 있는 초등교사의 국
어능력 평가를 개선할 수 있는 방안에 대한 시사점을 도출하였다.
2013학년도부터 바뀐 초등임용시험을 분석한 결과 문항의 형식면에서 국어능
력 관련 요소를 다채롭게 반영하려 노력하였으나 문항의 내용면에서는 교육과정
암기식 평가를 탈피하지 못했음을 확인할 수 있었다. 능률적이고 반성적인 실천가
로서 교사의 경력 개발을 위해 NBPTS에서 실시하는 교사와 학생의 실제 상호작용
에 근거한 성찰 및 문제 상황 대응력을 높이는 프로그램이 교사의 전문성 및 국어
능력을 향상하는데 도움이 될 수 있다고 보았다.
마지막으로 시대와 학습자의 요구에 따라 변화하는 초등교사의 국어능력 신장
을 위해서 선발 단계의 일회적 평가를 지양하고 양성·선발의 유기적 연계를 통한
국어능력 평가가 이루어져야 하며 초등교사의 지속적 경력개발 차원에서 국어능
력 평가 기준 및 향상의 단계를 구체적으로 제시할 필요가 있음을 제안하였다.

영어 초록

In this study, I defined the linguistic competence of Korean for elementary
school teacher which forms the basis and core contents of his/her professionality
as teacher and pointed three abilities as the key components of the linguistic
competence of Korean for elementary school teacher such as; the ability to teach
well and deliver the subject clearly in his/her lecture; the ability to manage and
lead well his/her class as whole and also as individually ; and the ability to
conduct administrative work. In view of these key components, inspected how
the linguistic competence of Korean of candidates for elementary school teacher
is checked at the national recruitment test for elementary school teacher, and
drew some implications for improving evaluations for the linguistic competence
of Korean of elementary school teachers who already passed the national
recruitment test and have work experience from National Board Certification
conducted by National Board for Professional Teaching Standards(NBPTS)of USA.
After analysing the national recruitment test for elementary school teacher,
newly renovated from 2013,I found the test writers have tried to reflect these key
components of the linguistic competence of Korean for elementary school
teacher in various form, however in content, they could not fully change the test
to escape memorization of contents in the curriculum. For encouraging
elementary school teachers to develope their career as efficient doers with
self-reflection, if we could adopt NBPTS program based on real interaction
between students and their teacher, which is considered to train teachers to do self-reflect and cope with problem situation well, it would help every elementary
school teacher to enhance his/her professionality and the linguistic competence
of Korean for elementary school teacher.
Lastly, to improve the linguistic competence of Korean for elementary school
teacher keeping abreast of the times and needs of learners, I suggested such
ways as written as below; we should keep evaluate the linguistic competence of
Korean for elementary school teacher through the entire procedure from training
to recruiting instead of focusing one-time evaluation only at the recruiting; we
should present the evaluation standards and the stages of improvement for the
linguistic competence of Korean for elementary school teacher specifically so that
every elementary school teacher could refer those in the way of developing
his/her career continuously.
