현대사회에서 나타난 다양한 사회적 변화들과 이에 대한 국가적, 전문적 지원체계의 미흡 등으로 개인심리적 부담과 문제점들은 점차 가중되었다. 더욱이 가족을 비롯한 전통적 사회지지체계의 기능약화는 개인을 더욱 고립시키기에 이르렀으며, 결국 개개인의 힘으로 대처하기 어려운 신체적, 경제적, 사회적, 심리적 문제들에 당사자들이 공동으로 대처하고자 하는 자조모임이 활성화되기 시작하였다. 이는 곧 당사자들의 당면문제 해결 뿐만 아니라, 그들의 사회적 권리에 대한 자각임과 동시에 사회참여를 보장하는 하나의 틀로서 중대한 의미를 갖는다. 따라서 자조와 자조모임에 대한 지원과 촉진은 앞으로의 사회 및 건강복지정책에서도 중요한 역할을 할 것임에 틀림없다.
그러나 한국에서의 자조모임지원이나 정책은 거의 전무한 것으로 보이며, 그런 만큼 우선적인 자조지원인프라의 구축이 매우 절실하다. 이런 점에서 독일에서의 자조지원모델은 우리에게 시사하는 바가 크다.
이에 본 논문은 향후 한국에서의 자조모임 발전과 그의 지원책을 강구하는 데에 그 목적이 있으며, 이를 위해서 우선 독일의 자조관련 문헌들을 고찰하고 한국의 자조모임 현황을 사례연구를 통해 알아보며, 이를 바탕으로 양국 장애인 자조모임에 대한 양적연구와 그에 따른 비교 연구를 시행함으로써 양국 참가자들의 자조모임활동에 따른 효과성 인식과 문제점, 지원욕구 등을 살펴본다. 아울러 한국의 자조지원을 위한 모델로서 독일의 자조모임지원 동향을 살펴봄으로써 논문의 목적에 부합하는 보다 실질적인 한국의 자조발전을 위한 제언을 구하고자 한다. 이를 통해 보았을 때, 현재 한국의 자조영역에서는 친자조적 사회인식의 (지속적) 확대, 자조모임에 대한 최소한의 기본통계 확보, 자조 및 자조모임 지원을 위한 기본 인프라 구축 등이 시급한 과제로 보인다.

영어 초록

The interpersonal psycho-social problems and burdens have increased in weight due to multiple changes in modern society and the lack of national and professional measures to support them. Further more, the functional diminishment of the family and other traditional social groups have resulted in the isolation of the person. As the consequence of this; people with difficulties to solve their physical, economical, social and psychological problems on their own have formed self-help groups in order to aid their difficulties as a group. This not only represent a solution for their problems, it also represents the awaken conscience of their social rights and the assurance of their social participation. There for it is certain that the support and the promotion of self-help groups will occupy and important place in the future society and in its health policy. Unfortunately, the support or policies for self-help groups in Korea seem to be almost non-existent; in addition there is also almost no basic self-help Infrastructure. It is for that reason that the german self-help support model is very suggestive. The objective of this thesis is to take measures for support and development of self-help groups for the upcoming days of Korea. To accomplish this, german documents related to self-help groups will be examined and a sample investigation on the korean self-help groups current situation will be made. Based on this a comparison will be made on self-help groups for disable people in both countries and examine the needs, problems and effectiveness according to the activities of the participants of self-help groups in both countries. Further more, the efforts for self-help groups support in Germany will be presented as self-help support model in Korea in order to make a realistic proposal for the self-help development in Korea. In the view of this, to satisfy the most urgent need in Korea we need to implement and expand basic and specific infrastructure for self-help support, to constantly expand the self-help friendly image in society and equip ourselves with basic primary statistics on self-help groups.
