ODA (DAC Definition)
Official Development Assistance (ODA) is a government aid designed to promote the economic development aid and welfare of developing countries. ODA includes grants and ‘soft’ loans / ‘concessional’ loans where the grant element is t least 25% of the total. The OECD maintains a list of developing countries and territories (DAC recipient country list); only aid to these countries counts as ODA. There are 3 components to be considered as an ODA. First, actors should be the central and local government of a donor country of other public, international agencies. Second, the receiver should be a developing country in the list of ODA recipients, provided by the OECD DAC. Third, the donor should provide grants or concessional loans for the recipient country in order to promote its economic development and welfare improvement.
