What is a screen quota system? Why did a screen quota system become such a controversial issue in South Korea? Should screen quotas be protected, and why are Korean movie stars and filmmakers the leaders of the opposition to screen quota reduction? “A Screen Quota System is a legislated policy which strictly enforces a minimum number of screening days each year to protect nation’s feature films.” (“The citizen’s coalition for the protection of Canadian films,” 2005, par. 4) On January 26 of 2006, South Korea decided to forgo its 40-year-old screen quota system in favor of a new quota system that heavily supported the feature of international firms. “This new screen quota system changed the mandatory days for screening local films from 146 days to 73 days in a year to successfully reach a free trade agreement (FTA) with the U.S.” (Kim, 2006, par.1) There is a controversy over this issue in Korea because people are heavily concerned, and they discuss their arguments using the internet to protest and challenge this policy decision. I believe this new policy will have a tremendous negative impact and will be harmful to the country as a whole, because the significant downsizing and economic deprivation of the domestic film industry will eventually lead to a degradation of culture and identity.
