정부신뢰가 높은 사회일수록 공동체가 필요로 하는 집단적 목표를 위해 협조를 이룰 가능성이 높다. 따라서 정부신뢰는 시민사회의 공동의 목표를 이루기 위한 정치적 능력으로 볼 수 있다. 왜냐하면 토론과 협의를 통한 문제해결이 민주주의의 핵심이기 때문이다. 이러한 차원에서 정부신뢰는 참여 및 신뢰 등 한 사회의 시민문화와 밀접한 관계가 있을 수 있다. 한 사회 내 참여를 바탕으로 한 토론과 협의가 활발하게 이루어진다면 정부신뢰 역시 증가할 가능성이 있다.이에 따라 한 국가에서 어떠한 요소가 정부신뢰도를 결정하는가에 대한 연구가 필요하다. 기존연구들에서는 정부신뢰에 영향을 미치는 요소들에 대한 많은 논문들이 있었고 이를 검증하기위한 연구들이 이뤄져왔다. 그러나 정부신뢰에 영향을 미치는 요인들이 국가마다 상이하며 시대적 맥락에 따라 달라지는 경우가 빈번하게 존재했다. 그래서 본 연구에서는 어떤 영향요소가 정부신뢰에 영향을 미치는지를 중점적으로 보기보다 방법을 달리하여 조사된 국가별로 정부신뢰도의 차이를 발생시키는 요소들을 파악하여 여러 가지 요소들 중 어떤 것이 정부신뢰에 미치는 영향력이 가장 큰지 살펴볼 것 이다.
본 연구에서는 비교분석방법을 통해서 정부신뢰차이를 결정하는 요소를 찾아낼 것이다. 이를 위해 기존에 이루어진 스칸디나비아3개국과 동아시아 3개국을 대상으로 했던 정부신뢰 영향요인 비교자료를 활용할 것이다. 기존 통계자료는 해당 조사 국가의 시민들에게 설문조사를 실시하여 통계화한 수치이기 때문에 비교분석에 용이하게 재해석할 것이며, 이를 토대로 혼합체계방법을 활용하여 6개 국가의 정부신뢰도 차이를 유발하는 원인을 찾아낼 것이다. 본 연구에서는 종속 변수인 정부신뢰도가 국가마다 상이하기 때문에 혼합체계를 활용하는 것이 적합하다.
목차는 기존문헌검토, 연구방법론, 사례분석, 비교사례분석, 결론 순으로 구성된다. 먼저 기존문헌검토에서는 정부신뢰에 영향을 미치는 요인들에 대한 기존의 연구를 설명할 할 것이다. 이후 연구방법론에서는 이러한 기존문헌을 토대로 어떠한 방식으로 정부신뢰도 차이에 가장 영향을 미치는 요소를 밝혀낼 것인지 소개할 것이다.
