1. Introduction
The purpose of this study is that want to know Effect of Picture warnings on Tobacco in S. Korea and know real smoking rate decrease through empirical research experiment.
The fruit of an international effort to reduce the death and disease caused by tobacco Framework Convention on Tobacco Control(FCTC, W.H.O made) was adopted in 2003. As from 2005, the Convention enters into force gradually introduce the country in which the figure was increased tobacco warnings picture. Since 2005, South Korea is a State Party to ratify the Framework Convention on Tobacco Control therefore S. Korea has a duty to fulfill sincerely the recommendations of the FCTC.
WHO made non-smoking rule called ‘MPOWER’. In relation to the basic regulation of the FCTC.
Details of MPOWER is as follows:
M: Monitor tobacco use and prevention policies
P: Protect people from tobacco smoke
O: Offer help to quit tobacco use
W: Warn about the dangers of tobacco
E: Enforce bans on tobacco advertising, promotion and sponsorship
R: Raise taxes on tobacco
