Analysis of Medical Response System for CBRNE Special Disaster Accidents

초록

Due to the development of industrialization, the occurrence of special disaster is increasing, and many people are exposed to risks of accident and terrorism caused by chemicals and explosives. Even though there have been many researches on disaster response following the special disaster, it is rare to find a research focusing on medical science.
This study aimed to establish the efficient response activity system and educational data in medical area, by understanding the characteristics of special disaster such as CBRNE(Chemical, Biological, Radiological, Nuclear, and Explosives) for responding to special disaster in medical area, and also analyzing the work and manual of site and medical institutions, problems with medical response to special disaster in Korea, and advanced foreign cases. For this, this study analyzed the relevant regulations, and researched the system of institutions such as The Ministry of Health and Welfare, National Emergency Management Agency, National Emergency Medical Center, and National Disaster Management Institute. As a result, even though the information about medical management system for special disaster was supposed to be secured and operated by The Ministry of Health and Welfare(Emergency Medical Care Information Center), it was difficult to check the information, and there was also a problem related to comprehensive contents. Also, most of the researches and reports were the contents of the response system in each type of special disaster by excluding the medical contents, which was limited to emergency medical care for mass-casualty disaster without the medical contents of special disaster. Thus, it would be necessary to re-establish the insufficient part in medical response to special disaster. In case of the United States, the HSEEP(Homeland Security Exercise and Evaluation) has been developed and used for training, and according to the scenario of special disaster situation, the medical service of emergency site system is systematically composed. Korea should also consider the establishment of medical system that is operated according to the type and severity of special disaster, and also secure the professional medical response system for special disaster by establishing the basis of educational/training data.
