삶의 폐허와 건강악화의 사회문화적 조건: 경기도 A공단 미등록 이주노동자를 중심으로 (Socio-cultural Conditions of Life in Ruins and Health Deterioration: Focusing on Undocumented Migrant Workers in the A Industrial Complex)

초록

본 연구는 경기도에 위치한 A공단에서 ‘불법’ 혹은 ‘미등록’ 노동자로 살아가고 있는 이주자들의 생활환경을 살펴보고, 구조적 억압과취약한 삶의 조건이 이들의 생존과 건강에 어떻게 영향을 미치는지 학제적 연구를 통해 파악해보고자 했다. 이주노동자들은 공해, 화재 위험성, 열악한 주거환경에 놓여있으면서도 ‘불법’ 혹은 ‘미등록’ 신분이라는 이유로 단속에 대한 두려움, 임금의 불안정성과 직장 이전의 어려움 등을 항상 내재하고 있으며 상시적인 추방가능성에 대한 불안감과 고향에 대한 향수 및 가족에 대한 깊은 그리움 등으로 인해 체류 기간이 길어질수록 점점 더 건강이 악화되는 경향을 보이고 있다. 의학적 조사결과, 조사 대상자 중 고혈압 및 당뇨병 진단을 받은 환자는 낮은 분포를 보이고 있으나 정신건강과 관련된 맥파전달속도를 분석한 결과 경직된 혈관을 가지고 있는 이주민이 78.9%로 나타났고, 15.8% 가 심한 불안감과 차별감을 느끼는 것으로 나타났다. 특히 미등록 노동자 남성의 70.8%가 우울감을 호소하고 있었으며 기혼이주노동자의경우 차별감도 더 많이 인지하는 것으로 나타났다. 인터뷰 조사 결과이주노동자들은 자신의 혈압이 높은 이유를 고향과 가족에 대한 향수, 단속에 대한 걱정 및 가족에 대한 부양의무로 내세웠다. 이로 인한 신체적 증상은 두통과 불면증으로 나타났으며, 주변의 낙인을 피하기 위해 감기약이나 진통제를 상용한다. 특히 남성 미등록노동자는 가족에대한 부양의무를 무겁게 지고 있으며 건강악화는 현재의 공단생활로, 건강한 몸은 귀향으로 상징화할 정도로 귀국을 열망하지만 이를 실행에 옮길 수 없는 교착상태를 겪고 있다. 결론적으로 이들은 장기간 미등록 이주로 인해 본질적인 가족 관계의 변화에 대한 두려움을 안고살아가고 있으며 미등록이라는 신분으로 인해 더욱 유순해지고 무기력화되며 취약해질 수밖에 없다. 이와 같은 삶의 폐허와 건강악화의사회문화적 조건 속에서 몸과 건강을 지켜낼 수 있는 최소한의 건강행동이 이들에게 일부 존재하지만 지속이 어려우며 근본적인 해결책이되지 못하고 있다.

영어초록

This paper seeks to examine the context in which migrant workers in a small-medium industrial complex called A Industrial Complex located in Gyeonggido Province become and live as ‘illegal’ or ‘undocumented’ migrant workers. From an interdisciplinary approach, the paper illustrates how structural oppression and poor living conditions influence their survival and health. Migrant workers live in poor housing environment exposed to pollutions and high risk of fire accidents. At the same time, they live in fear of immigration raids and unstable pay and suffer from the ban on changing employment. In addition, the constant threat of deportation combined with homesickness tends to have negative effects on migrant health as the sojournment increases. A medical examination conducted by the research team showed that the examination participants diagnosed with high blood pressure and diabetes had a very low distribution compare to the prevalence rate of Koreans. However, the examination of pulse wave velocity showed a high distribution of migrant workers with stiff artery with 78.9% of the participants. 15.8% of the participants were diagnosed with high anxiety and stated that they are strongly aware of discrimination against them. Especially, 70.8% of the undocumented male suffered from depression and married migrant workers also had stronger awareness of discrimination. In-depth interviews revealed that they themselves saw the reasons for their higher blood pressure to be homesickness, threat of immigration raid, and responsibility to support the family. As a result, somatic symptoms of headaches and insomnia appeared. Many took cold medicines or painkillers in order to avoid stigma. Undocumented male migrant workers, especially, felt heavier burden of family support.
Moreover, they were at a crossroad between health deterioration due to their work at the industrial complex and good health symbolized as return to home which cannot be realized. In conclusion, they are living with the fear of changes to their family relationships and in a vulnerable position as they become submissive and powerless. In these socio-cultural conditions of life in ruins and health deterioration, these migrant workers find minimum ways to protect their body and health. Unfortunately, even these actions cannot be maintained nor become fundamental solutions.
