결혼이주여성의 한국국적 불 취득에 관한 연구 (Reserach on not obtaining Korean citizenship of international married women)

초록

본 연구는 결혼이주여성들이 한국국적 불 취득 이유와 한국국적 불 취득으로 경험하는 장단점을 탐색하고 이를 통해 국적취득 정책에 개선방안을 제시하는 것이 연구의 목적이다. 이를 위하여 고학력 결혼이주여성 7명을 대상자로 선정하여 2014년 10월부터 2015년 3월까지 심층인터뷰를 신청하였다. 인터뷰내용은 한국국적 불 취득 이유와 한국국적 불 취득으로 경험하는 한국생활의 장단점으로 내용분석 하였다.
연구결과 첫째, 결혼이주여성들은 국적이 한국생활에 큰 불편을 주지 않아 국적에 큰 의미를 두지 않고 있었다 둘째, 친정 부모님들이 한국국적 갖기를 원하지 않고 있어 한국국적을 취득하지 않았다. 셋째, 학력이 높을수록 자신의 정체성이 확고하여 한국국적 취득에 부정적이었다. 넷째, 자녀가 커 갈수록 한국국적취득에 대해 고민하고 있었다. 이런 결과를 바탕으로 국적취득 정책에 대한 개선방안을 제시하였다. 본 연구가 결혼이주여성들의 국적취득 절차를 고려하고 국적취득정책을 입안하는데 기초자료가 되길 기대한다.

영어초록

The purpose of this study is to explore the reason of not acquiring Korean citizenship of international married women and its both dark and bright side and propose the improvement plan. To do this, seven migrant women with higher education were selected and in-depth interview was conducted from 2014.Oct to 2015.Mar. The content of the interview is the reasons of not obtaining Korean citizenship and it drawback and merit of it in living in Korea.
As a result of the research, married migrant women do not give significant meaning in acquiring Korean citizenship since it does not give detrimental impact on their lives in Korean. The Second reason is that their parents did not want them to have Korean citizenship. Thirdly, the more they are educated, the more they have negative perspective on getting Korean citizenship. Forth, as their children are getting older, they agonized over whether to acquire Korean citizenship or not. Based on those result, this thesis proposed the improvement plan for policy on acquiring Korean citizenship. First of all, it is expected that the process of migrant married women's obtaining Korean citizenship is simplified and help them get it as well as give base information on formulating policy for acquiring citizenship. The requirement and process for getting citizenship should be simpler so that they do not give up getting one because of too much documents and processes. Secondly, notice and education about period and process for acquiring citizenship is necessary. The things they should do, law about citizenship and required document should be informed. Thirdly, improvement plan for displaying mother's personal information on registration documents should be made. Forth, assurance on living with their husband should be made systematically. Fifth, political effort should be made to allow their children's dual nationality. Through this study, it is expected that the process of acquiring Korean citizenship become simpler therefore help them obtain one as well as it become base information on formulating policy for acquiring citizenship.
