‘都市民’의 모방과 경쟁, 1930년대 北鮮의 사례 (Imitations and Competitions of ‘Urbanite(都市民)’, Cases from 1930s Northern Joseon(北鮮))

초록

1930년대 북선의 세 도시 청진, 성진, 함흥에는 일제의 각종 개발 행위가 집중되었다. 이른바 ‘북선루트’를 필두로 북선개척사업의 시행, 전원(電源) 개발에 의한 공업지역 조성 등이 진행된 결과였다. 이러한 ‘개발 호재’는 이들 세 도시의 공간 변동을 추동하였다. 청진의 수성천 개수공사, 성진의 저목장(貯木場) 공사, 함흥의 대도시권으로의 변동이 바로 그것이다. 그리고 이 과정에서 도시별로 관련한 진정활동도 다대하게 전개되었다. 당시 조선총독부는 진정활동에 부정적인 입장이었지만, 아울러 이를 활용하여 통치의 효율성을 도모하고자 했다.
1930년대 북선의 개발을 둘러싸고 청진, 성진, 함흥 세 도시 ‘도시민’의 욕망 은 모방과 경쟁의 문법으로 발현되었다. 종단항 나진이 탄생하게 되는 상황에서의 ‘북선루트’와 마찬가지로 성진은 혜산선, 함흥은 함중선을 통한 만주와의 연결 경로를 제시했다. 이는 ‘국책적 견지’에 힘입어 나진이 결정되는 상황이 여타의 도시들이 쉽게 도달할 수 있는 수준을 넘어서는 격차였던 관계로 진정활동에 서 모방의 논리가 작동하고 있는 것이라 할 수 있다.
한편 경쟁의 논리는 치수사업과 시가지계획의 결과 청진, 성진, 함흥의 세 도 시에 공장 부지로 활용될 만한 비슷한 공간이 조성되었던 것과 관련이 있다. 이들도시는 공장 유치를 놓고 북선 내부의 도시들이나, 북선 밖 식민지 내 유사한 조건의 도시와 경쟁하였다. 이러한 ‘도시민’의 모방과 경쟁은 1930년대 북선의 도시 공간 변화 양상이 유사성을 가지게 된 원인이라 하겠다.

영어초록

In the 1930s, various development activities of Japanese imperialism were concentrated in the three cities of Cheongjin(淸津), Seongjin(城 津), and Hamheung(城津) on Northern Joseon(北鮮). This was the result of the implementation of the North Joseon Development Project(北鮮開拓事業), starting with the so-called ‘Northern Joseon route’, and the creation of industrial areas by electric power development. This ‘development favorable factor’ drove spatial fluctuations in these three cities. These are the renovation of Suseongcheon(輸城川) river in Cheongjin, the construction of Seongjin’s lumberyard facility(貯木場), and the change to Hamheung’s metropolitan area. In the process, a number of petition activities related to each city were also unfolded. At that time, the Japanese Government- General of Korea(朝鮮總督府) was in a negative position on petition activities, but at the same time, he tried to use it to promote the efficiency of governance.
In the 1930s, the desires of the three cities of Cheongjin, Seongjin, and Hamheung over the development of Northern Joseon were expressed through the grammar of Imitation and Competition. Like the ‘Northern Joseon route’ in the situation where the gateway port(終端港) Rajin(羅津) was born, Seongjin suggested a connection path with Manchuria through the Hyesan Line(Gilju-Hyesanjin, 惠山線) and Hamheung through the Hamjung Line(Hamheung-Junggangjin, 咸中線). This can be said that the logic of imitation is working in petition activities because the situation in which Rajin was determined thanks to the ‘national policy perspective’ was a gap beyond the level that other cities could easily reach.
On the other hand, the logic of competition is related to the creation of similar spaces that can be used as factory sites in three cities, Cheongjin, Seongjin, and Hamheung, as a result of the flood control project and urban planning. These cities competed with cities inside Northern Joseon or with cities under similar conditions within the colonial Korea outside Northern Joseon for factory attraction. This Imitation and Competition of ‘Urbanite(都市民)’ can be said to be the reason why the changes in urban space on Northern Joseon became similar in the 1930s.
