한말 근대 주권 개념의 수용 양상 ― ≪황성신문≫과 ≪대한매일신보≫를 중심으로 ― (Acceptance of the Concept of Sovereignty in Late 19th Century Korea-Focusing on Hwangseong Shinmun and Daehan Maeil Shinbo)

초록

근대 서양의 주권 개념(sovereignty)은 1870~1880년대부터 여러 경로를 통해 한반도로 전래되었다. 그러나 1900년대에 들어서면서 조선의 주권이 심각한 위협을 받기 시작함에 따라 당시 한반도에서 근대 주권 개념의 형성과 정착은 중요한 과제로 부각되었다. 이같은 때에 ≪황성신문≫, ≪대한매일신보≫ 등 여러 신문은 주권 관련 글을 실으면서 근대 주권 개념을 소개하며 주권 개념의 이미지를 주조하였다.
본고는 ≪황성신문≫과 ≪대한매일신보≫에 게재된 주권과 관련된 400여 편의 글을 주요 연구대상으로 삼아 주권, 주권자, 주권국 등 근대 주권 관련 용어들의 의미를 고찰하였다. 이러한 분석을 통해 다음과 같은 결론을 얻었다.
우선 주권 용어는 ≪황성신문≫과 ≪대한매일신보≫에서 주로 대외적 시각으로 국가 주권의 의미로 사용되었다. 그리고 ≪황성신문≫에서 주권과 국권 용어는 중합(重合)되거나 동일한 의미로 사용되고 있었던 현상이 발견된다. 이와 달리 ≪대한매일신보≫에는 국권 용어가 주권의 동의어로 사용될 뿐만 아니라 주권과 구별하며 병행되어 사용된 경우도 존재한다. 다음으로는 ≪황성신문≫과 ≪대한매일신보≫에서는 주권 용어가 모두 군주 주권의 뜻으로 사용된 기사가 있으며 주로 대내적 시각이다. 관련 글의 논자가 서양 지식을 소개하는 과정에서 맹자를 비롯한 유교사상을 기본으로 삼았고, 이는 근대 주권 개념의 모습과 전통 사상의 잔여가 공존하는 현상으로 나타나며, 근대 주권 개념이 한반도에서 정착되는 단계의 결과물로 볼 수 있다. 마지막으로는 국가 주권을 대신하여 한민족의 주권이라는 선포는 민족적 주권 인식의 맹아로 볼 수 있는 대목일 것이다. 민족적 주권 인식은 대외적으로 민족의 주권을 주장하는 동시에 대내적으로 군주 주권에서 인민 주권으로 전환하기 시도한 것으로 볼 수 있다.

영어초록

Around the 1870s, the concept of sovereignty was introduced to the Korean Peninsula and the Korean people's understanding of it varied depending on class and time period. However, in the 1900s, as Joseon's sovereignty began to be seriously threatened, the formation and settlement of the modern concept of sovereignty at that time emerged as an important task regarding the Korean Peninsula.
Meanwhile, several newspapers, including the Hwangseong Shinmun and the Daehan Maeil Shinbo, published articles on sovereignty, introduced the concept of modern sovereignty, and cast images regarding the concept of sovereignty. This paper examined the meaning of the terms related to modern sovereignty based on 400 articles about sovereignty published in the Hwangseong Shinmun and the Daehan Maeil Shinbo as the main research subjects. Through this analysis, the following conclusions were drawn.
First of all, the term sovereignty was used in the Hwangseong Shinmun and the Daehan Maeil Shinbo with the meaning of national sovereignty from an external perspective. In the Hwangseong Shinmun, a phenomenon in which the terms of sovereignty and national authority being used as synonyms is found. On the contrary, in the Daehan Maeil Shinbo, the term of national authority is not only used as a synonym for sovereignty, but there are cases in which they are used as distinct from each other. Next, in the Hwangseong Shinmun and the Daehan Maeil Shinbo, both forms of sovereignty were used to convey the meaning of monarchical sovereignty, mainly from an internal perspective. In the process of introducing western knowledge, the author of the related article used Confucian thoughts including Mencius as a basis. This appears as a phenomenon in which the modern concept of sovereignty and the remnants of traditional ideas coexist and can be seen as the result of the modern concept of sovereignty being settled upon regarding the Korean Peninsula. Lastly, the declaration of the sovereignty of the Korean people on behalf of the sovereignty of the state may be seen as the sprout of recognition of national sovereignty.
