농어촌 마을축제의 진단과 활성화 방안 -삼척지역의 사례를 중심으로- (Diagnosis of Farming and Fishing Village Festival & its Revitalization Plan :Centering on the case of Samcheok District)

초록

본 연구는 정부의 농어촌개발 정책에 의해 만들어진 마을축제를 주목하고, 그 대상을 강원도 삼척지역으로 하여, 마을축제가 어떻게 만들어지고 운영되며 그로 인해 어떤 성과와 문제가 발생하는지 구체적으로 살펴보고 활성화방안을 모색한 것이다.
정부의 의도대로 축제는 농어촌마을에 생동감을 불어넣고 소득증대효과를 거두고 있다. 삼척시 장호어촌마을의 경우 주요 소득원이 고기잡이와 양식업에서 축제로 인한 체험수입과 숙박, 식당 수입으로 바뀌었으며, 여삼마을의 주요 작물인 곤드레는 축제를 통해 외부에서 주문하는 것만으로도 생산량을 모두 판매할 정도이다.
그러나 문제점도 많았다. 가장 먼저 지적할 수 있는 것은 대동과 화합이라는 축제의 본질을 잊고 있다는 점이다. 축제의 목적을 소득증대에만 맞추다 보니 개개인의 일과 소득의 공정한 분배문제로 주민갈등이 일어나고, 이것이 좀더 심해지면 반목과 질시로 마을공동체가 해체될 수도 있다. 그 외에도 관광객들을 접대하는 젊은 서비스 인력 부족, 축제경험이 없는 마을 리더, 차별화된 체험프로그램과 특산물 부족 등의 마을 내적인 문제와 함께 실적 위주의 전시행정, 대상마을 선정과 평가, 보조금의 비효율성 등 행정의 문제 또한 산적해 있다. 이러한 문제점을 극복하고 마을축제를 활성화하기 위해서는 무엇보다 먼저 지역주민들의 결속과 유대를 이끌어내는 것이다. 주민들의 화합과 의지가 확보되면 마을축제의 모든 문제는 어렵지 않게 해결된다. 행정기관의 제도적 보완, 전문가 양성과 축제현장에 젊은 인력의 수급, 독특한 체험프로그램과 다양한 특산물 개발 등의 과제는 주민들과 행정기관과 전문가집단으로 구성된 자문위원회 등이 머리를 맞대면 충분히 좋은 대안을 마련할 수 있기 때문이다.

영어초록

This study, taking note of the village festivals created by the Government’s farming & fishing village developmental policy, took a detailed look at how the village festival is formed and managed, and what are its consequential result and problems, and investigated its revitalization plan by setting Samcheok district in Ganwondo-Province as its research subject.


As the government intended, the festivals contribute to inspiring the farming & fishing village with liveliness and is obtaining its results like an increase in incomes. In case of Jangho fishing village at Samcheok-si, its staple income source has switched from fishing and aquaculture industry to that earned from visitors’ experience learning, lodgings and restaurants accompanied by festivals; for example, the principal crop-Gondre[botanical name:Cirsium setidens] at Yeosam village is usually sold out to fill outside orders alone through festivals.


However, there also arose a lot of problems. The first thing this research can point out is that the festival lacks its essence-unity and harmony. There happens conflicts between residents over the fair distribution issue of individual work and incomes because of putting the purpose of festivals too much on the increase in incomes. If such conflicts get worse, the village community could be de-constructed through enmity and jealousy between residents.


Besides, together with the internal problems of a village such as the lack of young service personnel entertaining tourists, village leaders inexperienced in festivals, shortage of differentiated experience programs and specialties, there are also a lot of problems piled up including administrative evils such as performance-centered display administration, selection & evaluation of target villages for festivals, inefficiency in subsidies, etc.


In order to overcome such problems and revitalize village festivals, the first priority should be given to achieving social integration through solidarity and a close bond between local residents. Once the harmony and volition of the residents could be secured, almost all problems involved in village festivals can be solved without any difficulty. It’s because the tasks such as systematic supplementation led by administrative agencies, cultivation of experts and supply of young human resources to festival grounds, and development of unique experience programs & diverse specialties can be smoothly carried out when an advisory committee consisting of residents, administrative agency and expert group get together to sufficiently come up with good alternatives to pending issues.
