근대와 정치적 삶의 문제 - 베버(Max Weber)의 ‘관료주의’와 ‘민주주의’ 이해를 중심으로 (Problems of Modernity and Political Life - Focusing on Max Weber's Understanding of Bureaucracy and Democracy)

초록

근대는 어떻게 이해될 수 있을까? 16세기 이래로 서구의 많은 지식인들이 근대의 특징적 모습들을 포착하려고 시도해 왔다. 베버(Max Weber)는 관료화/관료주의의 문제에 초점을 두어 근대의 의미를 이해하려고 했다. 베버에게 관료화/관료주의는 근대에 인간의 삶의 영역 전반을 지배하는 힘이 된다. 즉 그것은 인간의 자유를 구속하는 역사적 힘 혹은 운명이된다. 무엇보다 베버는 근대의 조건에서 탄생한 새로운 정치적 삶의 형태인 민주주의가 관료화/관료주의와 불가분의 관계를 맺고 전개된다고 파악하였다. 이것은 근대의 정치적 삶이 새로운 국면에 접어들었다는 것을, 따라서 관료화/관료주의가 고려되지 않고서는 민주주의의 문제가 해결될 수 없다는 것을 의미한다. 본 연구는 이상에서처럼 베버가 근대의 전형적인 현상으로 이해했던 관료화/관료주의가 민주주의와 어떤 관계를 가지고 작동되는지를 밝히고, 이를 통해 오늘날의 정치적 삶의 문제를 이해하고자 한다. 무엇보다 ‘질서’와 ‘형식주의’ 같은 관료주의의 논리를 통해서 구속되어
있는 인간의 자유를 확보해 주기 위한 대안을 찾는 것은 중요하다. 이러한 작업은 궁극적으로는 관료화/관료주의에 대항하여 민주주의를 발전시키기 위한 이론을 탐구하는 출발점이 될 수 있다. 근대의 정치적 삶에 대한 베버의 이론적-철학적 사유는 이러한 문제들을 고민해 볼 수 있는 중요한 자원을 제공해 주고 있다. 본 연구와 같은 논의는 의미상실로 특징지어지는 포스트모던으로 표상되는 세계 속에서 정치적 삶의 의미를 반성해 보기 위해서도 필요할 것이다.

영어초록

What is modernity and how can we understand it? Since 16th century, intellectuals have tried to comprehend the concept of modernity and its characteristic features. They were Immanuel Kant, Georg W. F. Hegel, Claude Henri de Saint-Simon, Auguste Comte, Alexis Clérel de Tocqueville, Karl Marx, Friedrich Nietzsche and Oswald Spengler. Max Weber belonged to such intellectual group. Max Weber was not only social scientist and historian. He was also one who could deserve having the name of existential philosopher: No philosopher could explain the very essential problem of modern political life so abundantly and lively than Weber. Weber tried to explain consequently a historical power or destiny called bureaucratization and bureaucracy which, he thought, conditioned and determined the freedom of human being. He saw bureaucratization and bureaucracy, which were regarded as a typical modern phenomenon, appeared in the area and development of the modern mass democracy as one of the greatest achievements of modernity. We are now living in an age in which bureaucracy dominates all areas of our life (economic, political, social) as Weber predicted ‘the future will belong to the bureaucratization’. Especially, it can be emphasized the democracy is a new form of political life that has conditioned our political life, but it is repressed by the tendency of bureaucratization. This means that, as Weber intended, the modern political life had entered upon a new phase and that it is necessary to first take problems of bureaucratization and bureaucracy into consideration if we want solve problems of democracy. In this sense, it is important to note that we need to develop an alternative to ensure the freedom of human beings who confine themselves in the cell of ‘order’ and ‘formalism’ of bureaucracy. Weber's thought of modernity can serve as an important clue to find an answer for that. Thus the purpose of this study is to explore Weber’s understanding of a historical phenomenon called modernity whose characteristic features in the phenomenon of bureaucratization/ bureaucracy and to explore how it functions in the context of modern political life. Discussing the problems of bureaucratization/bureaucracy and of democracy in this context is needed to reflect on our political life of today and understand the world presented as post-modernity.
