Since early the 1970`s, the minjung theology has made efforts to reflect on the minjung movement in Korea. As a result, there are many articles and books about the minjung theology. Nowadays, however, the civil movement is predominant over the minjung movement in Korea. Nevertheless theological publications about the civil movement are very scare. In the face of this theological situation, this study aims to provide a theoretical base for the formation of the theology of civil movement in Korea by presenting a perspective for the analysis of existing societies, building an ideal model of modem societies, and drawing up a plan to realize this ideal model. There are many subsystems in a society. They interact each other. However, the balance of the interaction among subsystems is broken, if one or two subsystems dominate the other subsystems. Eilert Herms calls this situation "the dysfunction of subsystems". According to his view, the economic subsystem in the present European society influences the other subsystems one-sidedly. In this sense, he asserts that the dysfunction of the economic subsystem occurs in this society. This study tries to apply Herms` theory of subsystems to the present Korean society. The result is that the dysfunction of the political and the economic subsystem is found in Korea. An important social task for Korea is derived from this result how can the Korean society decrease the influence of the political and the economic subsystem and increase the power of the other subsystems? In order to achieve this goal, the theology of civil movement in Korea should explain above all the problem of formulating the relation between a church and an NGO. From the standpoint of this relation, church can be defined in the following: a church as an NGO, a church as a critical NGO, a church as a supporter of NGOs, and a church as a leading NGO. In consideration of the little interest of Korean churches in the civil movement, this study gives a positive estimate to church as an NGO and church as a supporter of NGOs among these models.
