현대 사회에 만연된 윤리적 문제들은 많은 피해와 고통을 야기하고 있지만 이에 대해 적절한 윤리적 처방은 제시되지 못하고 있다. 근대 시민사회의 발달 이후의 규범 윤리학은 주로 `주체중심`의 윤리였다고 할 수 있다. 주체 중심의 윤리의 배경에는 기본적으로 주체적 자아와 이성의 절대성에 대한 믿음이 전제되어 있고, 그에 따라 시민 개개인의 자유와 도덕적 판단 능력을 신뢰했다. 그런데 행위의 결과보다는 판단의 과정에 더 치중하는 주체 중심의 윤리는 부정의와 고통의 문제를 소홀히 할 수 있다는 점, 추상적 주체만으는 도덕규칙 결정에 적합한 준거를 제시하기가 어렵다는 점, 소수 엘리트가 대중 혹은 약자에 대해 도덕적으로도 우월한 위치를 차지하게 된다는 점 등의 문제를 야기한다. 또한 시민교육에 있어서도 이상적인 상황에 치중함으로써 시민으로서의 덕스러운 행위를 동기화하는 데 있어서 미흡하다는 점, 도덕적 자원으로서의 감성은 소홀히 할 수 있다는 점, 현대 시민사회에서의 연대성 회복에 기여하기 힘들다는 점 등의 문제점도 가질 수 있다. 이러한 한계를 보완하기 위해서는 `고통받는 타자`(피해자)를 더욱 고려할 필요가 있다. 이를 강조하는 `피해자` 중심의 윤리는 레비나스의 `타자 중심` 윤리에 그 뿌리를 두고 있다. 레비나스는 기존의 주체 중심 철학이 타자를 압도하는 폭력적이고 전체주의적인 것이었다고 보고 타자와의 관계를 재정립하고자 하였다. 그는 타자를 신처럼 절대적으로 높은 존재로 보고 그에 대한 무한 책임의 윤리를 강조하였다. 피해자 중심 윤리는 그러한 레비나스의 형이상학적, 종교적 타자 중심 윤리를 현대 시민 사회에 맞게 구체화한 것이다. 즉, 추상적이고 절대적인 타가가 아니라 구체적인 피해자가 무엇 때문에 얼마나 고통을 당했는지, 어떤 도움을 필요로 하는지에 관심을 기울인다. 이러한 윤리는 모든 인간이 보편적으로 경험하고 있는 `고통`의 문제를 제기한다는 점에서 윤리적 행위를 보다 동기화할 수 있을 것으로 기대된다. 또한 정의의 확립을 추구하는 윤리의 본질에도 부합한다. 이러한 윤리관이 기존의 시민교육에 반영된다면, 시민성의 윤리적 측면의 함양에 크게 기여할 수 있을 것으로 기대된다.

영어 초록

Moral problems in modern society are giving rise to a lot of suffering, but there has scarcely been appropriate moral prescription for them. Ethical theories in modern age have been oriented toward ‘agent-centered`. These views presupposes basic trust in moral subjects and absolute reason, and accordingly, in individual freedom and its ability for correct moral judgment. Here, rightness and wrongness of an action is decided by whether or not it accords with given moral principles and subject`s rational judgment, not by whether or not it has inflicted any harm to others. Ethics, by definition, should be interested in reducing the suffering of the weak or the victims and, thus, decreasing injustice. The agent-centered ethics, however, pays more attention to the process of moral judgment than to the consequences of actions, and thereby neglects the suffering and injustice afflicted upon the victims. Also, apart from concrete socio-cultural context, it is difficult to find right references appropriate for correct moral judgments. Another weakness of agent-centered ethics is that by emphasizing the importance of rationality, a few elites assume morally superior position to the mass or victims. Also, it can cause several problems when it is applied in citizenship education. In order to supplement these shortcomings, more attention should be paid to the `suffering others` or victims. This emphasis is based on the Levinas` `other-centered` ethics. He characterizes the existing agent-centered ethics as violent and imperialistic one dominating others. He wants to re-establish the relationship with others and emphasizes infinite responsibility for others. The present `victim-centered` ethics is one that concretizes Levinas` metaphysical and sometimes religious other-centered ethics so that it may be more relevant to modern civil society. It shifts attention from `abstract or absolute other` to the facts of how much a `concrete victim` suffers for what reason and of what kind of help he needs. This is appropriate to care for those who suffers from the various negative consequences arising on the course of the development of modern civil society. It is also expected that this view may help motivating us to do moral actions by raising the problem of suffering that all men, in general, undergo. And it coincides with the essentials of ethics which pursue the establishment of justice. If this view is applied to citizenship education. it will be able to help cultivating the moral dimension of citizenship.
