한국어 초록

지난 2008년에 보건복지부가 발표한 ‘시설입소 미혼모
현황’을 보면 2003년에 1,835명, 2004년에 1,791명, 2005
년에 1,970명, 2006년에 1,985명, 2007년에 2,161명으로
매년 증가하는 추세이다. 특히 미성년자 중 중학생 연령대
인 15세 이하의 미혼모가 최근 5년간 42,3%나 증가했다
(김혜순, 이명희, 2012). 재외동포재단에서 2007년 발간한
‘국외 입양인 백서’에 따르면 1956년부터 2005년 현재까지
국외입양인은 15만 7,145명에 이른다.

영어 초록

Purpose: The purpose of this study is to prepare basic materials to compare and analyze the unmarried mother-welfare
policy of the UK who has a high unmarried mother rate in order to seek the development direction of efficient welfare
policy for increased single mother of Korea. Methods: This study is a review study that seeks to see the development
direction of future welfare policy by comparing the advantages and disadvantages of each other by seeing the current
situation and welfare policy of unmarried mothers in two countries. Results: Compared to the UK, South Korea lacks clear
policy objectives in unmarried maternal welfare policy. Realistic housing policies are inevitably demanded, and unmarried
mother base operating agencies are significantly short. The actual development of educational sex education programs to
reduce the incidence of unmarried mothers, education, publicity is in short supply, the various consultation systems of
various dimensions are bad. Conclusion: Through various studies related to unmarried mothers, we must prepare a
ground for welfare policy. It is not a temporary exhaustive support but fundamental support measures are necessary. And
it is necessary for social infrastructure and multidisciplinary support that single mothers can play their own role as members
of healthy society.
